JAKARTA - The Ministry of Home Affairs (Kemendagri) has imposed sanctions on the Regent of Indramayu Lucky Hakim who went abroad without permission in the form of the obligation to carry out the deepening of government political governance for three months.
Deputy Minister of Home Affairs (Wamendagri) Bima Arya Sugiarto said Lucky Hakim was required to attend the Ministry of Home Affairs at least one day a week during the sanctions period.
"The Regent is asked to attend in person, participate in activities that will be carried out in all components within the Ministry of Home Affairs," Bima Arya said as quoted by ANTARA, Tuesday, April 22.
The application of this sanction is a follow-up to the results of the examination carried out by the Inspectorate General (Itjen) of the Ministry of Home Affairs.
The examination lasted for about a week and involved nine witnesses. The results have been reported to the Minister of Home Affairs Muhammad Tito Karnavian.
"The Inspectorate Team found from the statements of all witnesses that the Regent of Indramayu did not know the rules regarding the obligation to submit a request for permission abroad for regional heads under any conditions, anywhere, and for any purpose," he said.
The investigation also investigated the possible use of Regional Revenue and Expenditure Budget (APBD) funds on a trip to Japan which was carried out in early April.
However, from the examination there was no evidence of financing from the APBD.
"There was no use from the APBD for the entire trip from the Regent of Indramayu," said Bima.
During the sanctions, the Regent of Indramayu will participate in various coaching activities organized by a number of work units at the Ministry of Home Affairs, such as the Directorate General of Politics and General Government (Polpum), the Directorate General of Regional Finance Development (Keuda), the Directorate General of Regional Development Development (Bangda), and other components.

"Later, the schedule will be prepared by the Secretary General of [Kemendagri] so that it can be obeyed and implemented by the Regent. When will the sanctions begin? Next week it will take effect," he added.
Bima also asked Lucky to be able to share tasks proportionally with the deputy regent and the ranks of the Indramayu Regency Government (Pemkab) so that public services continue to run optimally.
"The Regent is also needed to maximize public services. So, the Regent is asked to divide the time between public services, the main tasks as Regent, and also to undergo sanctions from the Ministry of Home Affairs," said Bima.
For this incident, Bima again reminded all regional heads to understand the procedures for licensing travel abroad.
"The Ministry of Home Affairs will soon issue a Circular to remind all regional heads about this procedure. At the same time, the Ministry of Home Affairs asks all regional heads to further explore and fulfill their main duties as regional heads," he said.
