JAKARTA - Foreign Minister Gideon Sa'ar said Israel had not yet made a decision on whether to impose a military government in Gaza.

"This has not been decided by our cabinet," Foreign Minister Sa'ar said in response to a question from The Times of Israel at a press conference with the Head of Foreign Policy of the European Union Kaja Kallas, as quoted March 24.

Foreign Minister Sa'ar emphasized that Israel is following international law in Gaza. He referred to Article 70 of the Additional Protocol of the 1949 Geneva Convention, which states humanitarian aid should be permitted if civilian residents are "not given adequate supply".

He claimed the 25,000 trucks allowed in by Israel during the ceasefire with Hamas were sufficient to meet the needs of Gaza's population.

Accusing Hamas of using aid packages to fund his attacks and recruit new terrorists, Foreign Minister Sa'ar also stated Article 23 of the Fourth Geneva Convention, which states that a party is not required to allow the entry of aid if the aid is diverted for military or enemy economic efforts.

"No country is required to facilitate war against itself," he argued.

"Israel should not be judged according to different standards," said Foreign Minister Sa'ar.

Meanwhile, EU major diplomat Kajja Kallas lamented the resumption of fighting in Gaza, stating "going through negotiations is the only feasible way to end suffering on all sides."

"Violence sparked more violence," Kallas criticized, adding the new fighting led to an "irresistible uncertainty" for the hostages and their families, as well as "territion and death for the Palestinian people."

Kallas also said the EU welcomed Egypt's plans for Gaza reconstruction, seeing "there is no role for Hamas in Gaza's future government."
