Minister Of Home Affairs: 15 Regional Ships Win Pilkada Dispute Not Simultaneously Inaugurated

JAKARTA - Minister of Home Affairs (Mendagri) Muhammad Tito Karnavian said 15 heads of blood determined based on disputes over Election Results Dispute (PHP) at the Constitutional Court (MK) would not be sworn in simultaneously.

He revealed that the 15 regions consisted of 13 regencies/cities and 2 provinces.

"So, there is no simultaneous inauguration at the Palace like yesterday. Simultaneous inauguration was only once yesterday, 503 (elected regional heads)," Tito said at the Parliament Complex, Senayan, Jakarta, Monday, March 10, as reported by Antara.

Tito also said the elected governors and deputy governors would be sworn in by President Prabowo Subianto. Meanwhile, elected mayors and deputy mayors as well as elected regents and deputy regents will be sworn in by the governor.

"If the Presidential Decree has been issued, of course, it will adjust to the time of the President. For the two governors, Bangka Belitung and Papua Mountains, inaugurated by the President and the remaining 13 regents/Mayors were sworn in by their respective governors," he said.

He added that for 13 regencies/cities, his party will issue a Decree of the Minister of Home Affairs because Prabowo wants these elected regional heads to work quickly.

"Well, these 15 have entered us. I have submitted two provinces, 13 districts, two of which have been submitted to the State Secretariat for the issuance of the Presidential Decree, namely Bangka Belitung and Papua Mountains," explained Tito.

The 15 regions consist of 9 regions whose disputes were rejected by the Constitutional Court, 5 regions whose disputes were not received by the Constitutional Court, and 1 region that had improved the 2024 Pilkada results, namely in Jayapura Regency.

Nine regions whose disputes were rejected by the Constitutional Court were West Pasaman Regency, Puncak Regency, Jeneponto Regency, Mandailing Natal Regency, Berau Regency, Bangka Belitung Province, East Aceh Regency, Lamandau Regency, and Central Buton Regency. Meanwhile, the five areas where the PHPU was not received by the Constitutional Court were Mimika Regency, North Halmahera Regency, Papua Province Mountains, Belu Regency, and Pamekasan Regency. In addition, there are 24 regions in Indonesia that need to re-vote (PSU) before being inaugurated.

The Constitutional Court officially ordered PSUs in 24 regions after deciding on the dispute over the results of the 2024 Pilkada. The decision was announced in a plenary session which took place on Monday (24/2), with all Nine Constitutional Justices having completed the reading of the decision on 40 cases being investigated further.

Based on the official website of the Indonesian Constitutional Court, of all these cases, the Constitutional Court granted 26 requests, rejected 9 cases, and did not accept 5 other cases. With the end of this trial, the Constitutional Court was declared to have completed all 310 applications for Dispute in the 2024 Regional Head General Election Results (PHPU Kada).

Of the 26 applications granted, as many as 24 cases resulted in a decision to hold a re-voting. The KPU in the relevant regions is obliged to carry out this decision according to the instructions of the Constitutional Court.

In addition, the Constitutional Court also issued two additional decisions. First, in Case Number 305/PHPU.BUP-XXIII/2025 related to Puncak Jaya Regency, the Constitutional Court ordered the KPU to recapitulate the vote results.

Second, in Case Number 274/PHPU.BUP-XXIII/2025 related to Jayapura Regency, the Constitutional Court has instructed an improvement in writing on the KPU's decision regarding the determination of the results of the 2024 Regent and Deputy Regent Elections.
