JAKARTA - Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN), Nusron Wahid emphasized the importance of regional government support (Pemda) in accelerating agrarian reform, land registration, resolving land conflicts, and optimizing Spatial Detailed Plans (RDTR) to support investment.
He conveyed this when he was a speaker at the retret or briefing of regional heads which took place at the Military Academy, Magelang, Thursday, February 27.
"Currently, there are around 70 million hectares of Other Use Areas (APLs) in Indonesia, with 55.9 million hectares or 79.5 percent have been mapped and certified. Meanwhile, there are still around 14.4 million hectares of land that have not been mapped. There are still 20.5 percent of the land that has not been mapped. This is what we must pursue so that all land has legal certainty," said Nusron.
On that occasion, Nusron also emphasized that legal certainty over land contributed greatly to the economy, including in receiving the Tax on Import Duty for Land and Building Rights (BPHTB) which reached Rp23 trillion per year.
Meanwhile, regarding Agrarian Reform, Nusron said there were major challenges in the redistribution of Agrarian Reform Objects (TORA). One of the obstacles is moral hazard in determining land recipients by the local government.
"Often people who should not be entitled to land get land, while those who really deserve it are neglected," he said.
Not only that, Nusron also highlighted the slow revision of the Regional Spatial Planning (RTRW) by the Regional Government which had an impact on the issuance of RDTR and investment licensing. This is because only 619 are available from the required 2,000 RDTR target.
Therefore, Nusron asked and urged regional heads to immediately compile RDTR. So as not to hinder investment.

Furthermore, problems that are also in the spotlight related to the conversion of old land certificates and land administration problems, such as land history data inaccuracies and village certificates. This often causes overlapping ownership.
"About 80 percent of land disputes are caused by this inaccuracies. The role of village officials is very important in ensuring the clarity of land history," said Nusron.
