Riau Islands BKD: 120 Honorary Awards Not Related To Budget Efficiency

TANJUNGPINANG - Head of the Regional Personnel Agency (BKD) and KORPRI Riau Islands Provincial Government (Kepri) Yeny Trisia Isabella stated that as many as 120 honorary workers who had been laid off since the beginning of 2025 were not related to budget efficiency.

Those who were laid off were honorary workers with a working period of under two years and were not registered in the database of the State Civil Service Agency (BKN). The honorary staff is considered ineligible to participate in the selection of government employee admissions with work agreements (PPPK) stages I and II.

This refers to Law Number 20 of 2023 concerning ASN, which has been regulated that ASN only consists of civil servants and PPPK.

"So it is absolutely a rule, not because of budget efficiency. If we still force the employing of honorary (non-ASN) workers, then it violates the rules or is illegal," Yeni said in Tanjungpinang, Antara, Monday, February 17.

Yeni detailed that the 120 honorary workers who were laid off consisted of education personnel (tendik) or administrative employees (TU) in the equivalent high school education unit as many as 57 people.

In addition, there are also 37 technical employees, 24 teachers, and two health workers.

Even so, Yeni said that the Riau Islands Provincial Government will continue to carry out an inventory of the honorary personnel who have been laid off while re-forming to be proposed following the next stage of the PPPK selection to the central government through Menpan-RB.

"Hopefully it will be approved and that too if there is a further stage of the PPPK selection," said Yeni.

He added that the Riau Islands Provincial Government could re-employ the dismissed honorary staff when there was a vacancy, especially for teachers and health workers, whose role is still needed by the local government.
