JAKARTA The National Corruption Prevention Strategic Team (Stranas PK) continues to encourage domestic manifest policies for logistics business actors as an effort to reform the national logistics system.
This policy requires business actors to report a cargo list in accordance with the provisions in the Regulation of the Minister of Trade (Permendag) Number 27 of 2024 concerning Inter-Island Trade.
The Implementing Coordinator of Stranas PK, Pahala Nainggolan, explained that this policy was part of the port reform action that had been implemented since 2021.
"Stranas PK has initiated port reform actions over the past four years to prevent corruption. In the 2025-2026 action plan, the focus will be on improving the national logistics system," Pahala said in a written statement, Tuesday, November 26.
One of these strategic steps is to encourage business actors to submit domestic manifests, namely official reports that record a list of cargo in inter-island trade activities.
Pahala said that Permendag Number 27 of 2024 has been revised to ensure that the trade reporting process between islands is more structured and increases the compliance of business actors.
In addition, this policy is expected to prevent illegal levies at ports, minimize smuggling of goods from abroad and allow automatic monitoring of inter-regional logistics movements.
"The submission of this domestic manifest is an important key in accelerating the implementation of the National Logistic Ecosystem (NLE) in Indonesia," said Pahala, who also serves as Deputy for Prevention and Monitoring of the KPK.
The document will contain information on the distribution flow of goods that can be used by the government for planning, supervision, and intervention if needed.
Business actors are required to contain the following information in the domestic manifest document, as regulated in Permendag Number 27 of 2024: 1. Ownership of Inter-Island Cargo Owners. 2. Goods traded between islands. 3. Transport of goods between islands. 4. Recipient of cargo. 5. For mineral and coal commodities (minerba), it is mandatory to include State Revenue Transaction Numbers (NTPN).
This document must be submitted by business actors at least 20 days before the estimated departure using sea transportation facilities.
