JAKARTA - Member of Commission I DPR RI Junico Siahaan encourages the Ministry of Communication and Digital Affairs (Komdigi) to strengthen the use of artificial intelligence (AI) technology as a blocking system for online gambling sites (judols). The increase in children using judol is considered a threat to the nation's young generation.
"The online gambling problem is getting more and more worrying. Not because of the huge circulation of money from this illegal practice, but also how judol has targeted children," said Junico Siahaan, Wednesday, November 13.
The Financial Transaction Reports and Analysis Center (PPATK) reports that the circulation of money from online gambling activities could reach IDR 400 trillion by the end of this year with a total of more than 3 million people, the majority of whom are from the middle to lower class.
The issue of judol is further exacerbated by the internal involvement of the Ministry of Communication and Digigi in this illicit activity. Officers who should block judol sites actually take advantage of their authority by "permitting" judol sites to continue operating by getting paid money.
Komdigi in August said that it had implemented a negative content monitoring and blocking system, including online gambling sites, using machine learning technology and artificial intelligence (AI). Junico asked for this system to be maximized.

"This is what I also conveyed in a working meeting with Komdigi last week. Komdigi must maximize the eradication of judol sites, one of which is optimizing the use of AI, so as not to be missed again," said the man who is familiarly called Nico Siahaan.
Nico highlighted how the blocking of judol sites is still being handled by humans. The arrest of a number of Komdigi employees is proof that the method still has many loopholes.
"We have seen that the handling of pornography has used an AI system and a special room. For online gambling people who are wary of humans. We've already talked about it, how come pornography control uses AI, why is AI not maximized to monitor judol? " he said.
Nico said that the massive use of AI abroad was used to block judol sites. He said that the eradication of judol in Indonesia can be easily carried out if there is a will from parties who have responsibility for this.
"So we also need to ask how the development of judol monitoring with AI is? Because if we look for friends abroad, they say they can, if they want," said Nico.
The machine learning algorithm will be able to learn and make predictions based on the data used. The more often this algorithm is trained, the higher the level of accuracy and can filter content that is considered harmful or inappropriate.
In addition to machine learning, there are also Deep Learning that uses layered tissue to simulate the human brain in processing and interpretation of data. Deep Learning is able to analyze complex data patterns to moderate content.
Nico believes that Indonesia's human resources (HR) in the field of technology are no less great than cybercriminals.
"With the system that is currently owned, the choice is only whether or not. Our human resources are great and I'm sure I already know how to block judol sites," said the legislator from the West Java I electoral district.
Online gambling has become a serious issue in Indonesia because it has an impact not only on the country's economy and social problems, but also on the quality of Indonesia's future generations. PPATK reports that children exposed to online gambling in Indonesia have increased by 300%. Even so far this year, it is known that more than 197,000 children are involved in judol with an age range of 11-19 years.
"This idol has threatened the younger generation of Indonesia. Don't let us lose quality human resources because of judol, where will Indonesia go in the future if young people are caught in judol," said Nico.
The member of the Commission in the DPR in charge of Communication and Information Affairs asked the Government and law enforcement to take effective steps in eradicating judol. Including, said Nico, by touching down to judol dealers and controlling their main points.
"Investigate and take firm action against dealers and the main controllers of judol in order to save the country from losses, both material and moral losses to the Indonesian people," he said.
Nico also assessed that cases involving Komdigi internally are a challenge for the Government to demonstrate its commitment and ability to eradicate illegal practices that thrive under their supervision.
One of the most striking aspects of this case is the involvement of so many Komdigi employees in the online gambling mafia network. We hope that in the future Komdigi will improve the strict internal control mechanism to prevent employees from committing violations or abuse of power," said Nico.
The fact that Komdigi employees are involved in unblocking gambling sites is considered a testament to the misuse of the system and the weak implementation of the previous Komdigi internal sanctions. Nico also supports the commitment of Komdigi Minister Meutya Hafid who firmly takes action against his staff who rank the practice of judol.
"Every violation related to accessing illegal sites must indeed be subject to strict sanctions," he explained.
As institutions that have a big responsibility for accessing information in Indonesia, Komdigi is also said to need to conduct a thorough evaluation of their procedures and controls.
"We support Komdigi's clean-up efforts under the leadership of Mrs. Meutya. We hope that Indonesia will soon be free from judol practice because the impact has greatly spread to various sectors of life," concluded Nico.
