Take Note! Apart From Being Prohibited From Going Home For Lebaran 2021, ASN Is Also Not Allowed To Take Leave

JAKARTA - The Minister of State Apparatus Empowerment and Bureaucratic Reform (Menpan RB) Tjahjo Kumolo issued a ban on the State Civil Apparatus (ASN) going home for Eid 2021 to their hometown in the midst of the COVID-19 pandemic.

This prohibition is contained in Menpan RB Circular Letter Number 08 of 2021 concerning Restrictions on Travel Activities Outside the Region and / or Homecoming for ASN employees during the COVID-19 Pandemic.

"ASN employees and their families are prohibited from carrying out activities outside the region and / going home from May 6 to May 17, 2021," the circular was quoted as saying, Wednesday, April 7.

In addition, ASN is prohibited from applying for leave from 6 to 17 May 2021. Leave is only given to those who are about to give birth and are sick.

Even so, ASN is still allowed to leave the region for those who do carry out important official duties. However, in its implementation, it must be accompanied by a letter of assignment signed by at least a senior high ranking official or echelon II or head of the work unit office.

In addition, those traveling on business are required to comply with the rules or policies of the local governments of origin and destination.

"ASN employees who are in a state of necessity need to travel outside the region by first obtaining written permission from the staffing officer within their agency," the regulation reads.

Furthermore, ASNs are required to take preventive measures to reduce the spread of covid-19 as well as become an example for their families and the surrounding community.

ASN that violates the provisions will be given disciplinary penalties in accordance with Government Regulation (PP) Number 53 of 2010 concerning Civil Servant Discipline and Government Regulation Number 49 of 2018 concerning Government Employee Management with Work Agreements.

As for the prohibition of traveling outside the region for ASN during the national holiday, it is carried out in anticipation of a potential spike in positive cases of COVID-19.

Previously reported, the Coordinating Minister for Human Development and Culture (Menko PMK) Muhadjir Effendy firmly prohibits Eid homecoming activities which take effect from 6 to 17 May 2021.

"There is one day of leave with Eid al-Fitr, but no homecoming activities are allowed. Social assistance will be given," said Muhadjir through an online press conference, Friday, March 26.

Apart from collective leave, there is a national holiday for Eid Al-Fitr 1 Syawal 1442 H on May 13-14 and weekend holidays, Saturday-Sunday. This means that there are five consecutive holidays this Eid Al-Fitr this year.

Muhadjir admitted that Lebaran homecoming activities can move the economy. However, he said, going home in the midst of the corona virus pandemic could again increase positive cases of COVID-19 which had started to slope in recent months.

"The homecoming is fortunately moving people to move the wheels of the economy," Muhadjir said in a written statement, Monday, April 5.

The former Minister of Education and Culture (Mendikbud) emphasized that this year's Eid homecoming ban is one of the government's efforts to suppress the spread of COVID-19. "Later if (the surge) in COVID occurs, the cost of handling the covid will not be sufficient from the economic benefits (during homecoming)," he concluded.
