JAKARTA - The record of Anies Baswedan's promise was re-opened during the campaign to become the Governor of DKI Jakarta. At that time, Anies confidently stated that he was able to realize the promise of a home down payment (DP) of Rp. 0.

Anies even teased the incumbent Basuki Tjahaja Purnama alias Ahok for his inability to prepare permanent housing for residents of the capital.

"As a governor (Ahok), he should look for a solution, not just say it can't be true. In reality, on the ground, many Jakartans find it difficult to own a house because of the financing mechanism and there are rules," explained Anies in a 2.19 minute video clip retweeted by a former Democrat politician. According to Anies, permanent housing through the Rp 0 DP house program is a way for the people of DKI to be prosperous. It is ironic if the DKI Jakarta Provincial Government under Ahok's leadership is unable to make new breakthroughs.

"Why is it easy for goods whose value has decreased, but for goods whose value has increased, a breakthrough is not sought. Clothing, food, boards are the most basic rights. How come we can think about clothing, think about food but the boards are just rented out. Just say rent, no, "explained Anies.

Anies said that being a leader must take sides. It is only from taking sides that the mechanism and rules can be determined. The former Minister of Education and Culture (Mendikbud) even claims to have a legal basis for a Rp0 house to run smoothly.

"There is a legal opinion about the Rp 0 percent DP house. There is. It's not playing games. It wants to be serious. Don't panic if the opponent has a breakthrough, offer a better one! It's just bullying, that's all. Offer a better one," he said. Anies.

"Alhamdulillah, there is a way to do this, legally we will make regulations at the Pergub or Perda level so that they can be executed," Anies added.

In the Governor's Decree which was signed on June 10, 2020, Anies raised the highest income limit for home loan financing facility recipients without down payment (DP).

Initially, the highest income limit for a family that was allowed to apply for a DP home ownership was Rp. 0 was Rp. 7 million. Now, families whose income reaches Rp.14.8 million are allowed to make this application.

Acting Head of the DKI Jakarta Public Housing and Settlement Area Office, Sarjoko, confirmed this. "The change has been a long time ago. It is in the governorship. The highest income limit for DP program recipients is Rp. 0, from Rp. 7 million to Rp. 14.8 million," said Sarjoko on Sunday, March 14.

Sarjoko said the reason for loosening the minimum income limit for DKI residents who want to own apartment units is to increase the target market. Thus, there are also more private companies that want to work together to build Rp 0 DP houses in other locations.

In addition, Anies also cut the target of building a simple flat owned by him (rusunami) in which there is a DP house of Rp. 0, from the initial 232,214 units to 10,460 units.

When confirmed on Wednesday, March 17 yesterday, Anies was reluctant to explain further about this increase. "Later, just one and one thing first, yes," said Anies after attending the inauguration of the Regional Board of the Indonesian Mosque Council (DMI) at City Hall, Central Jakarta.
