Heru Budi Doesn't Know His Subordinates Budget For Restoration Of Governor's Office House Of Rp22.2 Billion

JAKARTA - Acting Governor of DKI Jakarta Heru Budi Hartono admitted that he did not know about the Rp22.2 billion budget allocation in the 2024 APBD for the restoration of the official residence of the Governor of DKI Jakarta.

"I don't know. I haven't asked yet. The Citata Service (Cipta Karya, Spatial Planning, and Land) has not submitted the concept to me," Heru said when met at the Bundaran HI MRT Station, Central Jakarta, Wednesday, April 17.

Heru did not deny that the DKI Provincial Government last year also budgeted the rehabilitation of its official residence with a value of Rp. 2.9 billion. According to him, the budget is a routine maintenance cost for buildings.

"Yes, every year there is (treatment). Yesterday there were leaks, 2023 has been repaired. Its name is that DKI assets must be repaired," he said.

The restoration work of the official residence which is now the residence right of the Governor of DKI Jakarta Heru Budi Hartono is contained in the Information System website of the General Plan for the Procurement of Goods and Services Procurement Policy Institutions (LKPP Sirup).

The procurement of restoration of official houses in the Menteng area, Central Jakarta is included in the budget allocation of the Cipta Karya, Spatial Planning and Land Office.

In information on procurement on the LKPP website, the description and specifications of the restoration work of the DKI Jakarta Governor's official residence refer to the framework of the work reference (KAK).

The method of selecting the restoration of official houses is in the form of tenders. The DKI Provincial Government does not invite small, micro and medium enterprises (MSMEs) to participate in the construction tender process.

"The reason is not MSMEs, the package for the procurement of goods/construction work/other services has a budget ceiling value of more than Rp. 15 billion," the site wrote.

The DKI Provincial Government has scheduled the selection of the construction provider for the restoration of Heru's official house to be carried out in June 2024 and continued in the contract implementation from July to December 2024. Meanwhile, the use of this procurement goods/service will be carried out from January to June 2025.

"The type of procurement of construction work. The total ceiling is Rp22,288,335,510," he wrote.

The official residence of the Governor of DKI Jakarta is included in the B-type cultural heritage. There are a number of restrictions on the rehabilitation of this building, such as the interior of the cultural heritage building may be changed as long as it does not change the main structure of the building. Then, the internal renovation material can be changed as needed, and only part of the building function can be changed.
