Jokowi's Directives, The Government Implements WFH And WFO For ASN April 16-17

JAKARTA - The government has decided to implement official duties from the office (WFO) and official duties from home (WFH) for state civil servants (ASN) on Tuesday 16 and Wednesday 17 April to strengthen Lebaran's backflow management.

Minister of State Apparatus Empowerment and Bureaucratic Reform (PANRB) Abdullah Azwar Anas said the WFH and WFO arrangements were strictly implemented while still prioritizing the performance of public service organizations and quality.

This is in accordance with the direction of President Joko Widodo, agencies directly related to public services are not carried out by WFH, aka still 100 percent WFO.

"For agencies related to public services directly, WFO is still applied optimally by 100 percent," Anas said as quoted by ANTARA, Saturday, April 13.

As for government agencies related to government administration and leadership support services, WFH can be run a maximum of 50 percent of the total number of employees, which is technically regulated by their respective government agencies.

The regulation is contained in the Circular Letter of the Minister of PANRB Number 1 of 2024 addressed to staffing officials in all government agencies.

He gave an example of agencies directly related to the permanent 100 percent WFO community, such as health, security and order, disaster management, energy, logistics, postal, transportation and distribution, national vital objects, national strategic projects, construction, and basic utilities.

"So for services that go directly to the public, it will continue to run optimally according to President Jokowi's direction, who wants the performance of public services to be always exhaustive in all situations," he said.

The former head of the Government Goods/Services Procurement Policy Institute (LKPP) added that agencies related to government services and leadership support that can apply WFH to a maximum of 50 percent of them are part of the secretariat, protocol, formulation of policies, research, analysis, and so on.

Agencies related to government administration and leadership support can be WFH maximum / at most 50 percent. This means that it can be 40 percent, 30 percent, and so on, which are regulated by staffing officer (PPK) in each agency. For example, if PPK applies 40 percent WFH, then 60 percent of other employees are required to WFO, "explained Anas.

In addition, according to him, the government previously set a holiday and leave for Eid al-Fitr 2024 (Idul Fitri 1445 H) for 6 days. Coupled with a weekend holiday of 4 days; then the total reaches 10 days.

"With the enormous enthusiasm of going home, because it is supported by better accessibility in various parts of the country, it is deemed necessary to make adjustments to the work of ASN as part of the management of the homecoming flow. So that the backflow can be smoother, there is no buildup that causes long traffic jams," he added.

He has coordinated with the National Police and the Ministry of Transportation regarding the WFH and WFO regulation policies.

Anas appealed to all government agencies to monitor and supervise the fulfillment and achievement of organizational targets and performance targets.

He asked government agencies to open media consultations and complaints, including for services during the Eid holidays. Thus, creating good public control of government services.

"Publics can also submit complaints to the Report portal or People's Online Aspirations and Complaints Service if they find public services that are less than optimal, including during the Eid holiday season," concluded Anas.
