KIP Orders KPU To Disburse 2024 Election Technology Infrastructure Data

The Central Information Commission (KIP) assembly ordered the General Elections Commission (KPU) to disclose information or data on details of IT infrastructure (information technology) related to the 2024 General Election.

The order was decided in the information dispute trial based on a request from the Indonesian Constitutional Rights Advocacy Foundation (Yakin) as the applicant. The requested infrastructure information includes topology, details of physical servers, cloud and network servers, and the location of each tool.

"Ordered the respondent to provide information as referred to," said Chairman of the KIP Council, Syawaluddin during the trial of the information dispute decision in Jakarta, reported by ANTARA, Wednesday, April 3.

The panel said that as long as the data did not contain information related to the IP Address and did not specifically show the location of each tool in the IT Infrastructure used in the 2024 General Election, it did not include information that was excluded.

The details of IT infrastructure related to the 2024 General Election range from the Voter Data Information System (Sidalih), the Political Party Information System (Sipol), the Candidacy Information System (Silon), the Electoral Regional Information System (Sidapil), to the Recapitulation Information System (Sirekap).

In addition, the KIP Council also granted a request from the applicant for the KPU to disclose information regarding the details of the Alibaba Cloud services used, including the process of procuring cloud services, as well as contracts between the KPU and Alibaba Cloud.

The panel said earlier that the KPU said that information related to Alibaba Cloud and the KPU was sensitive information and would trigger a risk of malinformation in the community.

Because although the substance of the information is correct, it has the potential to be viewed inappropriately as creating a wrong perception given the high polarization between supporters of the 2024 General Election participants.

However, the panel considers the KPU argument to be very groundless. Because with the availability of this information, it can provide a complete understanding to the public for the substance contained in the agreement and contract.

"Malinformation and/or disinformation can be caused because the public does not get complete information," said the panel.

In its decision, the panel ordered the KPU to officially explain the details of IT infrastructure in the 2024 General Election as well as Alibaba Cloud services used and procurement.

As for information about the contract with Alibaba Cloud, the panel ordered the information to be shown to the applicant after the decision has permanent legal force.
