JAKARTA - The number of corruption cases that have occurred within State-Owned Enterprises (BUMN) has prompted BUMN Minister Erick Thohir to try to make improvements by striving for transparency to prevent the occurrence of criminal acts of corruption. One of them, through the signing of an agreement related to efforts to eradicate corruption through an integrated Whistle Blowing System (WBS).

In a ceremony held at the KPK Support Building, Kuningan Persada, South Jakarta, BUMN Minister Erick Thohir said he was surprised by the number of legal cases in the ministry he leads.

"At the beginning, when I worked I opened the data regarding legal cases in BUMN, the number was extraordinary, 159, and there were approximately 53 suspects", said Erick in an event broadcast on YouTube by the Indonesian Corruption Eradication Commission, Tuesday, March 2.

On this basis, he and the ranks of 27 state-owned companies came to the KPK to cooperate in an integrated WBS. This makes it imperative that all parties who report racial acts within state-owned companies are guaranteed their safety.

The 27 BUMNs that signed this cooperation were divided into five signing processes. The first batch consisted of Bank Mandiri, Bank Rakyat Indonesia, Bank Negara Indonesia, Bank Tabungan Negara, and PT Taspen. For the second batch, there are Pertamina, PLN, Jasa Marga, PT Telkom Indonesia, and PT INTI.

Then, the third batch consisted of PT Adhi Karya, PT Waskita Karya, PT Wijaya Karya, PT Hutama Karya, and PT Pembangunan Perumahan. Furthermore, in batch four there are Garuda Indonesia, PT Pelabuhan Indonesia I, PT Pelabuhan Indonesia II, PT Angkasa Pura I, PT Bahana Pembina Usaha Indonesia, and PT Asset Management Company.

The last or fifth wave consists of PT Indonesia Asahan Aluminum, PT Kereta Api Indonesia, PT Krakatau Steel, PT Pupuk Indonesia, PT Semen Indonesia, and Perhutani.

Returning to Erick's statement, the Ministry of BUMN also continues to improve by prioritizing transparency to prevent criminal acts of corruption. Also, his party continues to improve the system and select leaders with integrity to minimize the occurrence of corruption cases.

"Of course, as a leader, I think in reverse. How should the Ministry of BUMN have to introspect themselves compared to violating those who have been affected", he said.

He explained that there are several ways he has done to improve the ministry he leads, including by issuing several ministerial regulations. One of them that will be published this week is the Minister of BUMN Regulation on State Capital Participation (PMN).

Erick said the ministerial regulation regulates assignments between companies or institutions to avoid overlaps. "So there is no Gray area, which we talked about from the beginning. What we hope now is a business process, not a project base", he said.

What are the corruption cases that often occur in state-owned companies?

Bribery, said KPK chairman Firli Bahuri, constitutes the majority of corruption cases that they often handle within state-owned companies. He conveyed this in front of Erick Thohir and the board of directors of 27 state-owned companies that signed the Integrated Whistle Blowing System (WBS) agreement.

So, several things must be done by the Ministries and State-owned companies apart from signing this agreement. The first is to educate the public so that all parties, elements of society, organizers, and state apparatus do not want to commit corruption.

This is done by collaborating to create a good governance BUMN and implemented by building anti-bribery management. "Why is this important? Because more than 70 percent of corruption cases are bribes", said Firli Bahuri.

The second thing that must be done is to build a gratuity control unit. He said this was done by asking all BUMNs to establish a gratification control unit to prevent acts of corruption.

"Third, prevention. This we want to improve the system, the weak ones are strengthened, the weak ones are replaced, those that fail to be repaired so that there is no chance for parties in BUMN to commit corruption", he said.

He said the KPK and BUMN had a similar vision, from starting to realize the goals of the state to educate the nation's life and all of this could be supported by two things, namely increasing state revenues and preventing state losses.

"If a corruption occurs, state losses arise and the KPK is obliged to return the state's losses through asset recovery. That is the core of the cooperation between the KPK and BUMN today", said Firli.
