THR And 13th Salary Of Civil Servants In 2024 Experience An Increase, Menpan RB: State Finance Improves

JAKARTA - Minister of State Apparatus Empowerment and Bureaucratic Reform (Menpan RB) Abdullah Azwar Anas said that the provision of holiday allowances (THR) and salaries 13 in 2024 had increased compared to the previous year since the COVID-19 pandemic.

He said there was an increase in policy in 2024, namely performance allowances for ASN in central agencies by 100 percent and TPP for ASN in regional agencies at most 100 percent by paying attention to regional financial capabilities.

"The increase in the provision of THR and 13 salaries is due to the better state financial capacity," Anas said in his statement in Jakarta, Friday, March 15, which was confiscated by Antara.

In addition, the provision of THR and 13 salaries is a form of government appreciation to all state apparatus who have been, are moderate, and in the future will continue to contribute to providing the best public services. This is also an effort by the government to continue to drive the economic cycle of society.

"This award is an award for the contribution to ASN who have worked hard to provide the best service for the people and to encourage the performance of ASN in the future to be much better than before," he said.

The recipients of THR and salaries of 13 as conveyed by Minister Anas included civil servants and CPNS, PPPK, TNI Soldiers, Police Members, state officials, deputy ministers, as well as special staff in ministries and institutions.

The complete list of THR recipients and 13 salary can be seen more clearly in PP Number 14 of 2024 concerning the Giving of THR and 13th Salaries to State Apparatus, Retirement, Pension Recipients, and Beneficiaries of Allowances in 2024.

Furthermore, Anas stated that the THR component and 13 salaries for ASN employees consist of basic salaries and allowances consisting of family allowances, food allowances, job allowances/general, as well as performance allowances for ASN in central agencies or additional employee income (TPP) in local governments.

Then, these components are given in accordance with the rank, position, and rank/class of positions of each recipient.

Meanwhile, components for retirees, pension recipients, and allowance recipients consist of basic salary, family allowances, food allowances, and additional pension income.

Then, for teachers and lecturers who do not get performance allowances / income increases, in the components there are also professional teacher allowances / lecturers, honorary allowances for professors, or additional teacher income with 100 percent received in one month.

The PP related to the provision of THR and 13 salaries was signed by President Joko Widodo on March 13, 2024. Discussions related to this have been prepared together by the Ministry of PANRB, Ministry of Finance, Ministry of Home Affairs, Ministry of State Secretariat, Ministry of Law and Human Rights and other relevant agencies.

This THR is also given to support the commemoration of Eid al-Fitr 1445H. Meanwhile, 13 salaries are given as government assistance to state officials to support education costs.

Meanwhile, Minister of Finance Sri Mulyani Indrawati said that the provision of THR was part of the instrument in the APBN as an effort to maintain the momentum of growth and stability of the national economy.

The month of Ramadan and Eid al-Fitr are one of the moments in encouraging public consumption growth, including through the provision of THR for state officials, retirees, and allowance recipients.

Sri Mulyani said that the budget requirement for THR in 2024 reached IDR 48.7 trillion, while the budget for 13 salaries reached IDR 50.8 trillion.

There was a significant increase from 2023 due to the provision of 100 percent for performance allowances and TPP, as well as an increase in ASN salaries by 8 percent and an increase in pension costs by 12 percent.

THR disbursement is planned to start on 10 working days before Eid al-Fitr, while 13 salaries as education assistance will be carried out starting June 2024. If THR and 13 salaries have not been paid at that time, they will be paid later," added Sri Mulyani.

The basis for calculations for THR is the component of income in March 2024 and for salary 13 using the income component in May 2024. The provisions for THR and 13 salaries are not subject to deductions and contributions, but for PPh borne by the government.

The regulation of the technical implementation of THR and salary 13 will be regulated by Permenkeu for those sourced from the APBN and with Perkada for those sourced from the APBD.

Minister of Home Affairs Tito Karnavian also instructed all local governments to immediately complete the preparation of Regional Regulation on THR Payments and Salaries for 13 of 2024.

He said that the provision of THR and 13 salaries for the local government must also pay attention to regional fiscal capabilities.

Tito is also committed to overseeing the follow-up to the THR policy and 13 salaries at the regional level.

"For local governments that have not provided or have not sufficient budget allocations for THR payments and 13 salaries in the 2024 APBD, the local government is asked to immediately provide by optimizing personnel expenditures or shifting the budget through changes to the APBD so that it can still be budgeted in the regional regulation that regulates changes to the 2024 APBD," Tito concluded.
