PSU Kuala Lumpur Lacks Interest, Bawaslu Says Not All Voters Accept Invitations

Chairman of the Election Supervisory Agency (Bawaslu) RI Rahmat Bagja said that the largest record in the implementation of the re-voting (PSU) in Kuala Lumpur, Malaysia is that voters lack information regarding the notification to carry out the PSU.

Bagja explained that many voters do not yet know whether they are included in the PSU Permanent Voter List (DPT). In addition, he continued, many voters also do not know the location of the Overseas Voting Center (TPSLN) or the Mobile Voice Box (KSK).

"Many voters were only present because they knew about the information on the existence of PSU through the Indonesian KPU (General Election Commission) social media and WhatsApp groups, such as the Indonesian Embassy in KL (Indonesian Citizens of the Indonesian Embassy in Kuala Lumpur)," Bagja said in a statement received in Jakarta, Tuesday night.

Bagja said the findings were obtained by his party based on the statements of voters who came to TPSLN and KSK to the election supervisor.

Bagja then mentioned that there were two factors that made this condition happen. First, he said, voters did not get the Model C Notification form.

According to Bagja, the Overseas Voting Organizing Group (KPPSLN) should have submitted a notification letter for voting with a special sign that reads PSU to registered voters no later than one day before the PSU at the TPS is held.

However, he continued, the KPU conveyed to Bawaslu that the Model C Notification form had been distributed as a whole.

"This is different from the results of Bawaslu's coordination with the KPU. The KPU's statement on March 8, 2024 stated that the Model C Notification form has been distributed one hundred percent to DPT voters in Kuala Lumpur through a'messenger blast'," he said.

The second factor, he said, was that copies of the DPT Abroad (DPTLN) were not installed on the announcement board at the TPSLN and KSK locations.

Bagja said that the absence of DPTLN copies at TPSLN and KSK locations had implications for confusion in voter status between DPT and the Special Voter List (DPK).

"The lack of information regarding notification to conduct PSU includes voters who come to the KSK location, not voters who are included in the KSK DPT category in question, so the implication is that voters are dissatisfied with the service of the organizers and cause noise and disturbances in security," he said.

Previously, the Indonesian KPU held the Kuala Lumpur PSU last Sunday with two methods, namely TPS and KSK.

The Indonesian KPU has set DPTLN for PSU in Kuala Lumpur to reach 62,217 people consisting of 42,372 TPSLN voters and 19,845 KSK voters.

This figure was obtained from the total voters who attended Kuala Lumpur through three previous voting methods, both those recorded on the permanent voter list (DPT), additional voter lists (DPTb), and special voter lists (DPK).

The total voters for the three methods recorded in the DPT, DPTb, and DPK reached 78 thousand. The 78 thousand numbers are databases for updating with three categories, namely validity of addresses, multi-plane analysis, and validity of population identification numbers (NIK) and passport numbers.

Bawaslu recommended the PSU to be in Kuala Lumpur after stating that it had found administrative violations in the implementation of the 2024 General Election by the Kuala Lumpur Foreign Election Committee (PPLN).

According to KPU Regulation Number 3 of 2022, the recapitulation of the 2024 General Election is scheduled to take place from February 15 to March 20, 2024.
