Heru Budi Reported To The Ombudsman On Alleged Maladministration Of Bicycle Line Management

JAKARTA - Acting Governor of DKI Jakarta Heru Budi Hartono was reported to the Ombudsman Representative of Greater Jakarta by the Bike to Work (B2W) Indonesian cyclist community.

Heru Budi was reported on suspicion of malpractice in the management and maintenance of bicycle lanes in the capital.

Chairman of B2W Indonesia Fahmi Saimima said the 10-page report contained reasons for alleged maladministration in the management of bicycle lanes collected by his community.

"B2W Indonesia assesses that the DKI Jakarta Government, under the Acting Governor Heru Budi Hartono, has neglected its obligation to ensure that bicycle lanes are managed and maintained properly and can safely be used by cyclists," said Fahmi in his statement, Thursday, February 22.

Fahmi said, this report is the initial stage of B2W Indonesia's efforts to demand that the DKI Provincial Government optimize the security of cyclists. Along with this, B2W is also preparing a lawsuit to the State Administrative Court (PTUN) with Heru as reported.

The lawsuit is asking Heru to ensure the safety of bicycle users and follow the rules regarding the spatial details plan (RDTR) and the regional spatial plan (RTRW) that has been prepared.

"We made it (report to the Ombudsman) an initial foothold towards our lawsuit process at the State Administrative Court," explained Fahmi.

Furthermore, Fahmi outlined the policy of the DKI Provincial Government which is considered to be malpractice in the management of bicycle lanes. Among them is that there is no budget for the continuation of bicycle lane construction in Jakarta in 2024.

Then, the determination of traffic engineering (traffic) in the red light T-junction area of Santa, South Jakarta, by dismantling pedestrians and bicycle lanes in April 2023.

Then, the demolition of the stick cone or bicycle lane barrier on 13 bicycle lanes on the grounds of endangering other motorists.

"We request that the Ombudsman Representative of Greater Jakarta receive a complaint as a whole, declare that it has the authority to check complaints, and state that the DKI Jakarta Government has maladministed in the management and maintenance of bicycle lanes in a sustainable manner," added Fahmi.
