Garut Satpol PP Makes Content Support Gibran Sanctioned With 3 Months Of Suspension Without Being Given Honor

GARUT - Regional Secretary (Sekda) of the Garut Regency Government, West Java, Nurdin Yana stated that all members of the Garut Civil Service Police Unit (Satpol) who made a video of support for Gibran Rakabuming Raka had been sanctioned in the form of not receiving honorariums and serving for three months.

"We have suspended them for three months, and have not received any honorarium," said Nurdin Yana as quoted by ANTARA, Thursday, January 25.

The Garut Regency Government has received a recommendation from the Garut Bawaslu regarding the results of the examination of Garut Satpol PP members who took non-neutral actions by making a video of support for the number 2 vice presidential candidate.

However, the Garut Bawaslu decision, he said, was that the Garut Regency Government had taken quick action not long after the video circulated in the community with sanctions according to the rules, namely temporary dismissal or free duty, and did not receive honorariums for those whose status was contract workers and volunteers.

"We have communicated to Bawaslu, from an ethical point of view and also the code of ethics has been responded to earlier," he said.

The maximum sanction is based on the regulation on the neutrality of government employees, namely dismissal, said the Regional Secretary, the sanctions are not given, and the Garut Regency Government has decided that it is only a temporary dismissal and is not given an honorarium.

"Only three months without being given an honorarium, there were no dismissals," he said.

He conveyed that the case that befell members of the Garut Satpol PP was a lesson for all government employees with ASN status, as well as PPPK status, honorary and volunteers who had to maintain neutrality in the election.

In terms of ASN rules and government employees with various other statuses, said Nurdin, they have the right to vote in the election, but the choice and support are only for personal use, not shown in general.

"That's why this is the first lesson for all of us, ASN friends don't behave like that, we are asked to be neutral, so we must be neutral," he said.

Previously, Bawaslu Garut concluded that from the results of the examination, there was no element of criminal election in the case of 14 members of the Garut Satpol PP who made a video campaign for support for vice presidential candidate number 2, but only violations related to neutrality of government employees whose sanctions were handed over to local government officials.

Based on the results of the study by the Garut Gakkumdu Center, the 14 members of the Garut Satpol PP were suspected of violating neutrality, legally and convincingly having violated the election, namely violating other laws and regulations, not election crimes.

The regulation is a Circular Letter of the Minister of State Apparatus Empowerment and Bureaucratic Reform (Menpan-RB) Number 1 of 2023 concerning Guidelines for the Guidance and Supervision of Netrality for Non-Public Government Employees (PPNPN) in the Implementation of Elections and Elections.

Another fact is the violation of neutrality that applies to ASN as stipulated in the Joint Decree (SKB) concerning Guidelines for the Guidance and Supervision of Netrality for ASN Employees in the Implementation of Elections and Elections.

The member of the Garut Satpol PP status is PPNPN, so the enforcement process against them regarding election neutrality is handed over to the Civil Service Officer (PPK) or the authorized official, namely the Regional Secretary of the Garut Regency Government.
