East Kalimantan Bawaslu Complains About Access Restrictions On Initial Campaign Fund Reports At KPU Sikadka

SAMARINDA - The General Election Supervisory Agency (Bawaslu) of East Kalimantan (Kaltim) complained about restrictions on access to data reading campaign reports on campaign information systems and campaign funds (Sikadeka) by the General Election Commission (KPU). "The KPU has provided access to the reading of campaign funds reports in Sikadika. However, until now the reading of campaign reports cannot be carried out by Bawaslu at all levels," said Head of East Kalimantan Bawaslu Hari Dermanto in Samarinda, Antara, Thursday, January 18. These access restrictions hampered the supervision of the submission of special campaign funds (RKDK) accounts and the maximum initial report of campaign funds (LADK) for 2024 election participants. He explained that Bawaslu had followed the procedures stipulated in Article 109 of KPU Regulation Number 18 of 2023 concerning the Election Campaign Fund. The regulation states that Bawaslu submitted a request for access to Sikadika to the KPU. "But in fact, Bawaslu at all levels does not get access to the data reading of the Campaign Fund Report on Sikadika even though it has taken the specified procedure," he said. Hari melanjutkan, berdasarkan laporan yang disampaikan jajaran pengawas pemilu, menemukan KPU telah mengeluarkan surat nomor 1395/PL.01.7-SD/05/2023 tanggal 25 November 2023 mengenai Persetujuan Persesuan Laporan Dana Campaign Calon Anggota Dewan Perwakiran Daerah (DPD). In the letter, the KPU stated that there was information that was excluded in the campaign fund report so that it needed written approval from candidates for DPD members so that the information could be accessed by Bawaslu. "Information that is excluded in the campaign stage and campaign funds related to information on citizens' personal rights has been approved by candidates for DPD members based on the Campaign Fund Report Access Approval document to Bawaslu as stated in the letter," he explained. Hari revealed that the approval document for accessing the campaign fund report to Bawaslu and all the information in it should be information controlled by Bawaslu. This is because the document is required to be submitted to Bawaslu in writing by a candidate for DPD members. "However, in fact, until now the documents related to this matter have not been submitted to Bawaslu," he said. He emphasized that the Provincial KPU actually had an obligation to submit documents for the approval of the campaign fund report to Bawaslu and to candidates for DPD members. "We hope that the KPU can provide access to the data reading of the campaign report in Sikadika to Bawaslu without any conditions," he also said.

In accordance with the provisions of Article 108 paragraph (1) of KPU Regulation Number 18 of 2023 concerning the General Election Campaign Fund, the provision of access to the reading of campaign report data in Sikadka to Bawaslu does not limit Bawaslu if they want to ask directly. "This is because the information in the campaign fund report for Bawaslu is not excluded information," he said.
