JAKARTA - Coordinating Minister for Human Development and Culture (Menko PMK), Muhadjir Effendy said it was difficult to ensure that the state civil apparatus (ASN) could actually be 100 percent neutral during the election.
"If we are not possible, yes, 100 percent is really neutral. We hope that ASN will only take sides when in the ballot booth," said Muhadjir at the Coordinating Ministry for Human Development and Culture office as reported by ANTARA, Monday, December 18.
Muhadjir's statement was in response to the State Civil Apparatus Commission (KASN) which stated that the potential violation of ASN neutrality is estimated to reach 10 thousand cases in the 2024 General Election.
Chairman of KASN Agus Pramusinto said the potential for 10 thousand violations of ASN neutrality was calculated based on the comparison of cases of violation of ASN neutrality in the 2020 Pilkada, which at that time recorded 2,034 cases.
Muhadjir suspects that the potential violation is related to ASN's preference for the contestants. ASN can consciously or not, express its political choices.
"It's just how he has to be careful to express his preferences. Don't let him make a violation," he said.
He asked ASN not to express their political choices openly or consciously, because they would violate the applicable rules. For Muhadjir, preference and neutrality are two different things.
"What is important in my opinion is not to take advantage of certain momentum to commit violations knowingly," he said.
KASN received reports of indications of violations of ASN neutrality in a number of areas, during the 2024 election campaign.
Although he has not been able to mention the number of reports submitted, Agus ensured that his party conducted a study and collected evidence related to indications of the violation.
"There must be evidence and of course, if it is proven, we will give recommendations for imposing sanctions," he said.
