Bogor Police Have Determined That Grandma Is 77 Years Old And Her 3 Grandchildren Are Suspects Of PDAM Pipe Destruction

BOGOR - Bogor City Police, West Java has named five suspects in the destruction of the local Drinking Water Company (PDAM) pipeline around the Cisadane river bridge in the Muara Lebak Village, RT003/RW010, Pasir Jaya Village, West Bogor District in the last three months.

Bogor City Police Chief Kombes Bismo Teguh Prakoso said the detention of the five suspects came from a summons sent by Ratna Ningsih's family (77) to Perumda Tirta Puakuan on the company's water pipe claim was above the ground.

Then, Ratna's family reported Perumda Tirta Pakuan for the land grab case for the existence of the pipe and asked for compensation of Rp. 20 billion.

But now, the Police have detained Ratna and four of her family as a result of damaging the water pipe which caused losses to Perumda Tirta Pakuan and the impact on the 5,000 clean waterways of residents around it which were shrinking due to water leakage.

"Today the Bogor City Police held a press conference on two cases, first the land grabbing as referred to in Article 385 of the Criminal Code and the second the destruction as referred to in Article 170 of the Criminal Code paragraph 1," said Kombes Bismo.

Kombes Bismo said Ratna was arrested along with one son named Teddy Ruhyandi along with three grandchildren. The three grandchildren are Muhamad Albi Winari, Teddy's son and the other two are Fadila Hanafi Fadila and M. Noval Ramdani, the son of the late Agus Salim Hanafi.

He explained that the 77-year-old grandmother and her three grandchildren were arrested for repeatedly damaging the PDAM pipe on the ground which she claimed was inherited from her parents using gurinda. In addition, the Ratna family also obstructed the repair of the pipe by Perumda Tirta Pakuan.

The police, said Kombes Bismo, tried to hold mediation repeatedly but the Ratna family did not heed it.

"We have tried many times, gathered residents, there were family members who came, but immediately left again and the destruction of the pipe continued. So we finally issued an arrest warrant," explained Kombes Bismo.

From the results of the investigation into the land grabbing case reported by Ratna, it was found that the land rights letter he owns was letter C.

From the results of the statements of the parties, continued Kombes Bismo, the kelurahan could not explain the boundaries of the land area of Leter C. Then from the Ciliwung and Cisadane River Basin Center, it was explained that the land object crossed by the Cisadane river was based on Law number 17 concerning natural resources and the PUPR ministerial regulation number 28 of 2015.

Bismo also said that it did not stop there, the police also asked BPN about the object of the land and BPN stated that what was below, crossed by the PDAM pipe, there was no registered certificate and letter letter C of the village was proof of land utilization to be charged with state tax costs and not proof of land ownership.

Which proof of land ownership is a certificate based on Article 96 paragraph 1 and PP number 18 concerning 2021 concerning land management rights. As well as based on Article 16 of Law Number 5 of 1960 concerning the basics of agrarian principals.

"So Ratna and her family were arrested for vandalism under Article 170 paragraph 1 with a threat of 5 years in prison. However, because Ratna is 77 years old, her detention is suspended," said Bismo.
