Passport Detained By Russian Citizen, Ukrainian Caucasian In Bali Deported

BADUNG - Bali immigration officers deported a male foreign citizen (WNA) from Ukraine with the initials AB (33) because of overstaying while on the Island of the Gods.

Head of Denpasar Immigration Detention Center (Rudenim) Gede Dudy Duwita said the Ukrainian foreigner violated Article 78 Paragraph (3), Law Number 6, 2011 concerning immigration.

"It is known that AB first set foot in Indonesia on January 8, 2020 and the last time on February 11, 2023. At his last arrival, he aims to travel while looking for business opportunities on the island of Bali with Visa on Arrival (VOA) valid for 30 days," said Duwita, Tuesday, November 21.

This Ukrainian foreigner is known to live alone in the villa Imbuh, Amed, Karangasem Regency while in Bali. This foreigner spends time with snorkeling, diving, and vacations in the Amed area, Karangasem.

However, in terms of immigration residence permits, this foreigner stated that he had submitted a new visa application with the type of visit visa that was planned to be used after his on-arrival visa expired.

However, due to a problem, this foreigner failed to get the visa. In his confession, he never moved from where he lived because his passport was detained by a friend due to conflict.

This foreigner explained the beginning of the conflict when he arrived in Indonesia in February 2023. He came to meet his Russian friend, with the initials A at a villa in the Jimbaran area, Badung Regency, Bali.

During his meeting, his friend from Russia asked this foreigner to take a package of clothes in Canggu, North Kuta District, Badung, by loaning the foreigner a car.

However, the problem arose when a foreigner was on his way home from Canggu to Jimbaran, this foreigner had an accident that caused a car A or friend's car to be damaged. According to this foreigner's statement, the damage was only in a small part of Car A.

Knowing that the car was spontaneously damaged, Russian foreigners took their passports for AB to be detained. At that time AB trusted A for his attitude in holding AB's passport and admitted that he would return it.

However, at an interval of time, AB continued to try to contact his friend and hoped to return his passport. Not the answer he got, Russian foreigners blocked AB's cell phone number so AB could no longer contact him.

It didn't stop, AB borrowed a cellphone belonging to a villa employee to contact A but he didn't get an answer either.

For the problems that befell him, AB contacted the Ukrainian Embassy in Jakarta. This foreigner conveyed his current condition, but the embassy only suggested that he return to Ukraine immediately. AB realized that he could not fulfill the advice of the embassy because he had not yet received his passport. Feeling that he had lived in Indonesia for a long time without a passport, AB realized that he had exceeded the residence permit given.

Feeling that there was no more solution, AB decided to report his situation to the Immigration Office Class I Special for TPI Ngurah Rai to get action according to immigration procedures.

On October 31, 2023, after examining and considering the situation that occurred in AB, which is known to be AB, has ended the validity period of his residence permit and is still in Indonesian territory for more than 60 days from the time limit for the residence permit, the Ngurah Rai Immigration Office took immigration administrative action in the form of detention or security for further deportation.

"However, because deportation has not been implemented, Ngurah Rai Immigration has decided to move AB to the Denpasar Immigration Detention Center on November 1, 2023," he added.

After 21 days of living in the Denpasar Rudenim, and all administrations of repatriation have been ready, deportation of AB through Bali's I Gusti Ngurah Rai International Airport on Tuesday (21/11) at around 10:55 WITA with the end of Berlin, Germany.

"The cost of return that arises in the form of flight tickets is entirely borne by AB. The AB deportation process is carried out according to the Rudenim deportation SOP, namely escort to the aircraft door," he said.
