JAKARTA - Minister of State Apparatus Empowerment and Bureaucratic Reform Azwar Anas said the Draft State Civil Apparatus Bill (RUU ASN) contains a scheme to accelerate ASN recruitment three times a year.

"The first issue is in the transformation system, namely the recruitment and position of ASN," said Azwar in accordance with attending the agenda of a limited meeting with President Joko Widodo (Jokowi) with the relevant ministers, at the State Palace, Jakarta, reported by ANTARA, Wednesday, September 13.

So far, said Azwar, the ASN recruitment cycle is the fastest in a year to two years since the retirement wave.

"This condition has triggered a tendency for local government policies to fill the void by recruiting honorary staff," said Azwar.

"Well, in the future, the ASN recruitment cycle does not need once a year or twice or once in two years, but in the future it will be faster, so once retirement there may be three ASN recruitment cycles a year," he said.

Azwar said the cycle of ASN recruitment accelerated through the bill aims to prevent a wave of honorary staff recruitment that is common in the regions, to fill the vacant position left by retirees.

"Because today's needs have retired, while the recruitment is still next year or two years away, the tendency in the regions to fill it with honorary fees, now there are a lot of honorary figures," he said.

"So far, if there is a retirement stop, the cycle sometimes waits for the new annual ritual next year for recruitment," said Azwar.

Until now, the government continues to discuss the ASN Bill as a revision of Law Number 5 of 2014 concerning ASN.
