YOGYAKARTA Minister of Education, Culture, Research and Technology (Mendikbudristek) Nadiem Anwar Makarim removed the obligation to publish journals as a condition for graduation for undergraduate and doctoral students. This policy is contained in Permendikbudristek Number 53 of 2023 concerning High Education Quality Guarantee.

Nadiem said that the policy of removing journal publication requirements for master and doctoral program students was quite large and radical. The reason is, this rule changes the system that has been running for decades.

Nadiem hopes that through Permendikbudristek Number 53 of 2023, every major or study program in universities will be more flexible in determining the competency requirements for graduates.

"We give confidence back to every head of the study, dean and head of the department to decide," said Nadiem.

Nadiem said, if there are heads of educational programs who think that their fields are rapidly transforming with industrial technology and evolution, they can consider other ways that can be done to test student abilities as a graduation requirement that does not burden students.

"Universities that can formulate the competence of attitudes and skills in an integrated manner and, ladies and gentlemen, the final task can be in the form of various kinds. It can be in the form of a prototype, it can be in the form of a project, it can be in other forms, yes, not just thesis, thesis, or dissertation," explained Nadiem.

However, the existence of thesis thesis, and dissertation as a medium for testing competence is also not prohibited. It's just that the thesis and dissertation are still made without needing to be published in a journal.

"Students S-2, S-3 are applied to be given the final task, but must no longer be published in journals," said Nadiem.

For information, in addition to removing the journal publication requirements for S2-S3 students, Permendikbudristek Number 53 of 2023 also regulates thesis which is no longer mandatory as a graduation requirement for S1 or D4.

Old Rules Require Journal Publication

Previously, in the old regulation of Permenristekdikti Number 44 of 2015, it specifically regulates the obligation to publish applied master, doctoral and doctoral program students who are required to publish scientific works in a journal.

In the regulation, master program students are required to publish papers in accredited scientific journals or accepted in international journals.

Meanwhile, doctoral program students are required to publish a paper publishing in aputated international journal.

A doctoral program students are applied to issue papers in accredited national journals or accepted in international journals or works presented in international forums.
