Minister Of Health Asks For Derivative Rules Of The Health Law To Be Completed In September 2023

Minister of Health (Menkes) Budi Gunadi Sadikin hopes that all the rules processed in the Health Law (UU) can be completed in September 2023.

"I hope that by September all (derivatives) regulations have been completed," said Minister of Health Budi Gunadi Sadikin after attending a press conference at Dr. Cipto Mangunkusomo Hospital (RSCM) Jakarta, Friday, July 14, was confiscated by Antara.

The Minister of Health also said that the government through the Ministry of Health (Kemenkes) would not take initiatives on regulations that were not accommodated in the Health Law.

Because, according to him, the rules made by the government have different levels according to the designation. The increase to realize each article in the law could be in the form of a Government Regulation (PP) or a ministerial regulation from the relevant ministries.

Regulations that are outlined in the law, he continued, must also contain regulations that regulate several ministries/agencies or concerns the common interest, which the governance of the drafting of the regulation must be massively socialized to the public.

"It's the same, for example, if there is only one health sector, there is no need to put it in government regulations. The government regulations contain regulations that regulate several ministries/agencies," said Minister of Health Budi.

He also emphasized that not all regulations that address a problem must be included in a law. Especially if the discussion is related to something whose changes are very dynamic.

"We also see that everyone does not need to be included in the law. Something that is very detailed is included in the law, but the law can apply for 5 to 10 years, so if we put (the rules of the matter) something that can change, for example because of technology, developments of the times, we don't fit into the law," he said.

For information, the Health Bill was officially passed into the Health Law during the DPR Plenary Meeting on Tuesday, July 11.

Minister of Health Budi said the government had carried out at least 115 activities in the context of public participation in the Health Bill. The Ministry of Health has also held 1,200 discussion agendas, involving 27,000 participants from stakeholders to produce 6,011 inputs related to the Health Bill.
