JAKARTA - Minister of State Apparatus Empowerment and Bureaucratic Reform (PAN-RB) Abdullah Azwar Anas said that currently, the government is finalizing several options for the arrangement of non-State Civil Apparatus (ASN) or honorary personnel.

According to him, this step is to President Joko Widodo's order for the PAN-RB Ministry to find a middle ground regarding these non-ASN workers.

“So now it is being finalized, there are options. The government is trying so that there are no layoffs, but on the other hand, it also doesn't create a significant additional financial burden and remains in compliance with regulations," Anas said as quoted by ANTARA, Friday, March 3.

He explained that the solution options had been and were being discussed with the DPR, DPD, the National Civil Service Agency (BKN), the Association of Indonesian District Governments (Apkasi), the Association of Indonesian City Governments (Apeksi), the Association of Indonesian Provincial Governments (APPSI), and several representatives of non-ASN staff.

Anas gave an example of himself last week meeting governors at the APPSI event, discussing non-ASN personnel so that it is hoped that a solution will be decided soon.

He revealed that non-ASN workers have an adequate role in the community, so the government is looking for the best way that is acceptable to all parties.

"In fact, non-ASN staff have a role in public service, very helpful in administering public services such as education, health and other public services," he said.

According to him, there are several options for resolving non-ASN personnel, starting from appointments according to the priority scale, all appointments but there are fears that the fiscal burden could increase significantly and several other options.

Anas also underlined the importance of evenly distributing ASN throughout Indonesia, because currently the distribution is not evenly distributed, namely it is still concentrated on Java Island.

In fact, according to him, all regions of Indonesia have the right to receive prime public services as directed by President Joko Widodo.
