Deputy Chairman Of The HNW MPR Supports PP Castration Of Chemical Predators Of Child Sex, Suggests Jokowi To Copy US Sites

JAKARTA - Deputy Chairman of the People's Consultative Assembly (MPR) Hidayat Nur Wahid appreciates and supports the issuance of Government Regulation (PP) Number 70 of 2020 which was signed by President Joko Widodo (Jokowi). PP 70 regulates the procedures for the implementation of chemical castration for perpetrators of sexual violence against children.

HNW, Hidayat's nickname, said that the PP must be guarded and implemented optimally in order to strengthen protection for children.

"In order to strengthen protection for children, PP on child predator castration must be implemented optimally," said HNW as quoted by Antara, Tuesday, January 5.

The DPR Commission VIII member assessed that PP 70/2020 can be a form of the government's seriousness in handling cases of sexual crimes against children, if it is implemented properly and correctly.

Including the provisions in the PP, it must be implemented as it is, such as the provisions in Article 2 regarding an electronic detection device in the form of a bracelet, which is worn on ex-convicts who commit sexual crimes against children.

"This tool must really ensure that it can monitor the movements of former child predator inmates, so that crimes against children do not repeat and continue," said Nur Wahid.

In addition, he also encouraged the government to disclose data on ex-child sexual predator inmates so that it can be accessed by the public.

So that the public can take preventive measures to protect and save their children from the crimes of the perpetrators of sexual violence against these children.

HNW encourages the government, through the Ministry of Women's Empowerment and Child Protection (PPPA), to create breakthroughs related to the implementation of PP 70/2020.

For example, by creating a website containing information related to ex-convicts of sexual violence against children and their places of residence, in order to alert the public, so that children can be more protected, and the potential for recurrence of crimes can be reduced.

"In Article 21 paragraph (1) of the PP, there are provisions regarding the announcement of the identity of the perpetrator of sexual crimes, among others, through the website of the Prosecutor's Office, for one calendar month. However, the PPPA Ministry should also make the announcement by stating where the ex-convicts live, especially those who are required to wear electronic wristbands, "he said.

According to him, a special site related to information on the identity and places of residence of former child sexual crimes prisoners is needed to build parental vigilance to protect their children.

"The practice of creating a website like that can follow the Dru Sjodin National Sex Offender Public Website, https://www.nsopw.gov/, in the United States. So, everyone can type their home address, then they can get information on how many and who are the former a sex crime convict who lives within a 1 mile radius around his house, ”he said.

According to HNW, such a program really needs to be developed by the PPPA Ministry to support PP related to ex-convicts of child sexual violence, so that efforts to protect children as one of its main tasks can run optimally.

"So if the PPPA Ministry is going to announce it on the website, it must be done seriously and professionally. Also be socialized maximally, so as not to be counterproductive," he said.
