JAKARTA - Acting Governor of DKI Jakarta Heru Budi Hartono returned the proceeds from the auction point billboard of IDR 6.97 billion to the private sector using unexpected expenditure (BTT) for the DKI Regional Budget for the 2022 fiscal year.

This is stated in the Decree of the Governor of DKI Jakarta Number 1193 of 2022 concerning the Use of Unexpected Expenditures for Payment Returns Other Original Revenue of Regions Resulting from Auction for the 2015 Fiscal Year on behalf of PT Magna Astro Prontonusa Persada (PT MAPP).

"Determining the use of unexpected expenditures to repay other payments from local revenues as a result of the 2015 budget year billboard auction on behalf of PT Magna Astro Prontonusa Persada," wrote Governor Decree 1193/2022 quoted on Friday, January 13.

It was stated in the governor's decree that this billboard auction was conducted in 2015. The billboard funds from PT MAPP as the winner of the auction had already entered the regional treasury at that time. However, the cause is not yet known, the DKI Provincial Government has returned the proceeds from the auction.

The refund of the auction proceeds was handed over to PT MAPP as a user of the billboard point at the pedestrian bridge city (JPO) facilities and infrastructure located on Jalan HR Rasuna Said, South Jakarta, namely the Indorama area, the Turkish Embassy, Hotel Four Season, and the Ministry of Health.

Can the BTT budget, which is usually used for urgent activities, be used for the refund of the auction results?

This was explained by Heru. Heru explained, the Ministry of Home Affairs allows the use of BTT for overpayment of regional revenues.

"In the Ministry of Home Affairs Regulation Number 77 of 2020, there is a sentence, the excess overpayment of regional revenues in previous years can be paid," Heru told reporters.

"So, BTT is used to budget for emergency expenses including urgent needs that cannot be predicted before, as well as a return on the overpayment of regional revenues in previous years," Heru continued.
