The Police Traffic Corps Considers Implementing a Combination of Manual Tickets and E-TLE

JAKARTA - The Traffic Corps of the National Police is considering combining the application of electronic ticketing (ETLE) and manual ticketing to increase public compliance in traffic.

"We are looking at the public from the point of view of traffic awareness itself, are we still using e-tickets, or are we combining them with the ticket that we have been manually implementing", said the Head of Traffic Corps of the National Police, Inspector General Firman Shantyabudi, in a press conference evaluating the 2022 Lilin Operation in the Lilin building NTMC Traffic Corps of the National Police, Jakarta, reported by ANTARA, Tuesday, January 3.

Based on the results of an evaluation of Operation Lilin 2022 which was carried out for 11 days, the National Police Corps noted an increase in the number of direct actions (tickets) against traffic violators, namely by 37 percent, and reprimands by 34 percent.

The high number of traffic violations is a record for the National Police Traffic Corps to increase public awareness of traffic rules. Because this awareness can also have implications for reducing the number of traffic accidents.

During Operation Lilin 2022, the most prominent event is a traffic accident. However, the death toll has decreased compared to Christmas and New Year in 2019 (before the COVID-19 pandemic). It was noted that the number of fatalities decreased by four percent, serious injuries by 19 percent, and minor injuries by five percent.

"The incident is quite prominent when people move on the road, the number of accidents has increased by 11 percent compared to 2019", said Firman.

Among these accidents, the most common accident is a single accident, with the mode, front-to-front accidents, generally occurring because the driver maneuvers when overtaking. Then the rear mode accident occurred.

There are two possible causes of front-to-back accidents, not concentrating and not maintaining distance. These records, said Firman, were used as evaluation material for his party and related stakeholders.

In addition, there were no accidents on the toll roads, but quite several accidents occurred on arterial roads with victims or perpetrators of accidents coming from the general public, such as housewives, the unemployed, and farmers.

“Again, two-wheeled vehicles dominate the occurrence of accidents. It could be due to high speed or going against the flow and so on", said Firman.

Because there are still many traffic accidents that start with violations, therefore, said Firman, his party has provided notes and is considering implementing manual ticketing together with electronic ticketing.

"Can we release the people to return them to the machines we have installed", he said.

Firman emphasized that this consideration was made due to the low level of public awareness to be orderly and comply with traffic regulations.

In several incidents with electronic fines being imposed, people who were not aware of committing acts of violating the rules deliberately removed the back plate or replaced it with a non-standard plate.

"This does not mean that the police are alone, if we continue to give warnings, even for potentially fatal accidents, we must give warnings", said Firman.
