China launched an international action plan to strengthen the ethical governance of artificial intelligence or AI. The document highlights risk management, party responsibility, to the protection of vulnerable groups.
The plan was introduced at the 2026 World Artificial Intelligence Conference in Shanghai on Friday.
China Daily, quoted on Friday, July 17, said that the preparation of the action plan was led by the Ministry of Industry and Information Technology of China. The goal is to encourage a more coordinated, practical, and inclusive global AI governance.
The document is also intended to help implement commitments in the Pact for the Future of the United Nations and its annex, the Global Digital Compact.
One of the main focuses is ethical governance throughout the entire AI life cycle.
The plan also includes risk grouping as well as multi-level prevention and control.
In addition, the document encourages a more agile governance mechanism, the development of a coordinated industry ecosystem, and a social environment that supports the development of AI responsibly.
Each country is asked to take steps according to its own conditions. Countries are also encouraged to strengthen policy coordination and practical cooperation.
The ministry said it would work with various international parties to carry out the plan. The steps include strengthening multilateral cooperation as well as dialogue between governments, industry, and academia.
Developing countries are a concern. The ministry will help these countries strengthen the capacity of ethical governance of AI.
The plan also encourages clarity of responsibilities of each party in the AI ecosystem.
Ethics education in science and technology is also encouraged to be included in the national education system.
The ministry also called for stronger ethical education and protection for vulnerable groups.
