JAKARTA - A number of other individual service provider employees (PJLP) visited the DKI Jakarta DPRD office to complain on Governor's Decree (Kepgub) Number 1095 of 2022 concerning Guidelines for Controlling the Use of Individual Other Service Providers (PJLP). The letter was addressed to the Chairman of the DKI Jakarta DPRD, Prasetyo Edi Marsudi. Azwar Laware, middle-aged PJLP and several of their colleagues sent a complaint letter to Prasetyo after previously visiting the DKI Jakarta City Hall and sending an objection letter to the Acting Governor of DKI Jakarta Heru Budi Hartono to the Governor's Decree. In the gubernatorial decree, Heru limited the age of PJLP employed by the DKI Provincial Government to a maximum of 56 years. Thus, Azwar and thousands of elderly PJLP are threatened with unemployment starting in 2023. When filing a complaint with the DPRD, Azwar said that his party had the same two demands as their demands against Heru some time ago, namely delaying the implementation of the governorship and providing opportunities for PJLP over 56 years to work for another year. "We have signed a receipt from the DPRD because we submitted a letter to the Chairman of the DKI Jakarta DPRD regarding the request of all friends so that the Governor's Decree No. 1095 will be postponed in 2023. Second, PJLP colleagues request that those aged 56 years, 57, 58, and so on. to be re-employed for a minimum of 1 year," Azwar told reporters, Friday, December 30. Azwar asked the DKI Provincial Government's understanding that this new regulation threatens the survival of PJLP above 56 years. This suddenly issued regulation resulted in them unable to prepare for economic stability when the working contract period ended on December 31, 2022. "I hope that the Acting Governor of DKI Jakarta should not only consider those who still have a year, five years, ten years, twenty years ahead. But, consider us who are already confused about how to finance the rest of our lives after we are cut off from work without severance pay, without old age guarantees," he explained. Previously, Heru explained that his decision to limit the age of PJLP had followed the regulations in the law that regulates employment. "The limitation on the age of 56 years of PJLP refers to the Manpower Law. In this regulation, the age of workers is locked up to 56 years old. Previously, it was not regulated how long the maximum age was," Heru told reporters, Wednesday, December 14. Why should the age be limited? Assistant to the DKI Jakarta Regional Secretary Sigit Wijatmoko said the government is in the process of appointing honorary staff as government employees with a work agreement (PPPK). Meanwhile, there is a maximum age limit for workers who become PPPK. "There is an appeal from MenPAN RB regarding those who were previously categorized as regional honorariums to be appointed as PPPK in each region. There is a maximum age limit, there it becomes a reference," explained Sigit. Then, the government now has to cover BPJS services for employment and health in all PJLP within the DKI Provincial Government to provide job safety protection. Meanwhile, there is a limit on the age of workers who are BPJS participants. "In the past, BPJS may not be required to participate. As soon as he enters, (the age limit) becomes mandatory. So, the maximum age criteria that can be covered by BPJS become a reference," he said. Another reason is that the DKI Provincial Government wants to reduce the unemployment rate at a productive age. Thus, the position of PJLP who is over 56 years old will be replaced by a younger workforce. "It is hoped that the new Governor's Decree will be able to provide greater opportunities for young and productive age groups to get jobs according to the criteria, so that we are ready to face demographic bonuses," explained Sigit.
