Public Service Malls Are Places For Integrated Administrative Services: Overcoming Complicated Bureaucracy

YOGYAKARTA - Public Service Mall is a place where public service delivery activities for goods, services or administrative services take place.

Currently, there are 103 Public Service Malls (MPP) throughout Indonesia. This number already includes 26 MPPs which were inaugurated by the Ministry of State Apparatus Empowerment and Bureaucratic Reform (PAN-RB) at the Vice Presidential Palace, Central Jakarta, on Monday, 5 December 2022.

The 26 MPPs that have just been inaugurated are the MPP Kab. Tanjung Jabung Barat, Kutai Kertanegara, Banjar, Bulungan, Sumenep, Lumajang, Nganjuk, Cilacap, Brebes, Rembang, Grobogan, Boyolali, Klaten, Gunung Kidul, Kudus, Semarang City, Metro City, Manado City, Kendari City, Tarakan City, City Balikpapan, Bontang City, Malang City, Batu City, Serang City, and Cilegon City.

The inauguration of the 26 MPPs was carried out simultaneously with 26 mayors/regents, through a digital signature ceremony through their respective devices. The MPP inauguration ceremony was also witnessed by Vice President (Wapres) Ma'ruf Amin, quoted by VOI from the official website of the Ministry of PAN-RB, Tuesday, December 5, 2022.

The inauguration with MPP is an effort to accelerate the government in providing an integrated service center. With MPP, the community can easily manage various goods, services and administration services from both the licensing and non-licensing sectors.

Based on Presidential Regulation (Perpres) Number 89 of 2021 concerning Implementation of Public Service Malls, what is meant by Public Service Malls is the integration of public services provided by ministries, agencies, provincial and district/city regional governments, state-owned enterprises, regional-owned enterprises , as well as the private sector in an integrated manner in 1 (one) place as an effort to increase service speed, convenience, reach, comfort and security.

While what is meant by public services are activities or series of activities in the context of fulfilling service needs in accordance with statutory regulations for every citizen and resident for goods, services, and/or administrative services provided by public service providers.

Purpose of Establishing a Public Service Mall

In Article 2 of the Presidential Decree, the objectives of establishing MPP include:

• Integrating services to increase service speed, convenience, reach, convenience, and security
• Increase competitiveness and provide ease of doing business

Public Service Malls Overcome Bureaucratic Tangled Threads

The presence of the Public Service Mall is claimed to be able to unravel the tangled threads of the bureaucracy. Various regions that have built MPPs can take advantage of a single data system so that government agencies can collaborate with each other to create fast services.

Deputy for Public Services of the Ministry of PANRB Diah Natalisa explained, service providers from the government, BUMN or BUMD, and the private sector must be able to implement an integrated system.

"Not only physically unifying services, but especially in terms of systems, where this integration encourages the use of shared data which allows for simplification in managing data and information in the service process," said Diah, quoted from the official website of the Ministry of PANRB.

Diah added, the realization of integration between service providers which leads to simplification of service bureaucracy can lead to time, cost efficiency, and ease of obtaining service products, both administrative services, goods, and services.

"It is hoped that the integration of services through the implementation of MPP can create a conducive climate for both the community and business actors to increase global competitiveness and ease of doing business in Indonesia," said Diah.
