Minister of State Apparatus Empowerment and Bureaucratic Reform (Menpan RB) Azwar Anas is optimistic that the state civil apparatus (ASN) will move to the capital city of Nusantara (IKN), East Kalimantan.
"I am optimistic that if for example IKN becomes a comfortable place, there are many international standard schools, good international standard hospitals, people will definitely move there. However, it's not finished yet," said Azwar at the Indonesian Vice Presidential Palace, Jakarta, Antara, Wednesday, November 16.
In the IKN Master Plan, it is stated that IKN development will occur in five stages, namely Phase I in 2022-2024 for urban development, basic infrastructure development, and economic development as well as relocation of the TNI, Polri, and BIN in 2023 (relocation of pioneers) and relocation of representations of executive, legislative, judicial, and ASN bodies will be carried out in early 2024. Phase I is reached when the ASN transfer begins.
"IKN is just because the promotion hasn't yet. However, if everything goes, the environment is good, I think there will be ASN droves to work there because if you work in places that are, for example, polyutive, congested, the environment is uncomfortable, people will definitely move to a comfortable place," said Azwar.
Azwar said that Kemenpan RB was tasked with making scenarios for the transfer of ASN, including which institutions were moved and the number of people who had to move.
"The priority is whether the number of institutions or echelons 1 and 2? Yesterday, we reported the scenario to the President, there are scenarios 5,000, 10,000, 60,000, and 100,000, depending on the location there," said Azwar.
Until now, he said, the government had not yet decided which scenario to choose in the transfer of the ASN.
"The president is calculating because this is related to the place, because his office is also sharing, this is his office with a digital program, of course those related to the direct policy will move there. However, those related to public services will move gradually," said Azwar.
Regarding the obligation of ASN to move, according to Azwar, it has not been finalized.
"We are still exerciseing it. If an ASN refuses, maybe it is not the first priority, so we are still exercise, it will be discussed next," said Azwar.
IKN itself covers an area of land covering an area of about 256,142 hectares and an area of sea waters covering an area of 68,189 hectares in North Penajam Paser and Kutai Kartanegara Regencies in East Kalimantan Province.
