JAKARTA - Minister of State Apparatus Empowerment and Bureaucratic Reform (Menpan-RB) Azwar Anas asked the State Civil Apparatus (ASN) not only to look busy from morning to evening but to no avail.

"The president's directive (ASN) must have an impact, lest ASN be busy in the morning (until) the afternoon comes to the office but the impact is not visible, then bureaucratic reform must focus, so that it can be felt," said Azwar at the Vice President's Palace, quoted from Antara, Wednesday, November 16.

Azwar conveyed this after attending the "Presidential Lecture" by Vice President Ma'ruf Amin to 42 participants in the "Piloting of the Trade Program" for Papuan provincial ASN.

"One of the focuses of our bureaucratic reform is thematic reform. The President (Jokowi) has a priority target for dealing with poverty, but we check the poverty management budget in all ministries/agencies is around Rp. 500 trillion but only reduces 0.6 percent because it is not focused. At K/L is busy with activities and spending the budget," explained Azwar.

The Kemenpan-RB, according to Azwar, then established four focus work on bureaucratic reform, namely handling poverty, increasing investment, digitizing and spending on goods and services through e-catalog.

"Finally, we are targeting complicated and long employment services to be shortened. We have had a meeting with BKN and the association now, it should no longer be complicated, from 16 of our services we cut it to 3 services. We are overtime because the President's message must have an impact, don't be busy, there will be no impact," added Azwar.

He targets the simplification of the method to be completed by January 2023.

The internship program was designed by the State Administration Agency (LAN) as a follow-up to Presidential Instruction No. 9 of 2022 concerning the Acceleration of Welfare Development in Papua Province and West Papua Province.

The ASN Papua internship took place from 7 November to 21 December 2022 and was attended by participants who were potential ASNs from 18 Regional Apparatus Organizations within Papua Province, with details of 33 indigenous Papuans (OAP) and 9 non-OAPs.

The main competencies that want to be built in these activities are (1) regional development planning, (2) regional financial management, (3) procurement of government goods and services and (4) accountability and government internal control systems.

After receiving the briefing at the LAN, the participants then conducted internships at a number of ministries and local governments, namely the Ministry of National Development Planning of the Republic of Indonesia/National Development Planning Agency (PPN/Bappenas), the Ministry of Finance, LKPP and BPKP, the provincial government of West Java, East Java, Central Java, DI Yogyakarta, Malang city, Tangerang city, Surabaya city and Banyuwangi district.
