JAKARTA - The National Police Headquarters issued a Telegram Letter with number ST / 30 / XI / HUM.3.4 / 2019 / DIVPROPAM which contains the disciplinary rules for Polri members, Polri's professional code of ethics and ownership of luxury goods by civil servants at the Police.

This letter was signed by the Head of Propam Polri Inspector General Sulistyo Sigit Prabowo on November 15, 2019. There are six points of appeal in the letter, including an appeal not to show, wear, display luxury items in social interactions in the official or in public areas for members of the National Police.

In addition, there is also an appeal that prohibits Polri members from uploading photos or videos on social media that show a hedonistic lifestyle. Because, this is considered to cause social jealousy.

Then, the letter also contained an appeal that the head of the regional head of the regional office, the officers, could provide examples of good behavior and attitudes, not showing a hedonistic lifestyle, especially Bhayangkari and the big family of the National Police.

If later the police officers do not carry out the appeal, there will be strict sanctions to be imposed by the Police Propam Division. It's just not explained what the sanctions are.

Even though the letter stated that there were strict sanctions for violators, questions actually arose from the Chairman of the Indonesian Police Watch (IPW) Presidium Nate S Pane. He acknowledged that the appeal that was just issued was a positive thing.

However, Nate was a little skeptical about the performance of Propam Polri in monitoring the telegram letter. Primarily, the courage of Propam Polri in supervising the wives and families of generals in the police environment. Moreover, the sanctions for this simple life appeal are still unclear.

"If TR (telegram) lives simply isn't fulfilled, what are the sanctions? Dare (Propam) take action against the generals' wives who often have a glamorous lifestyle with super expensive branded goods?" said Nate to reporters in Jakarta, Sunday, November 17.

Not only skeptical about the courage of Propam Polri, Nate is also actually confused about how Polri members can then live like celebrities by using branded goods and showing them off on social media.

Moreover, Nate considers that there are still many police officers whose salaries are below the Bekasi Provincial Minimum Wage (UMP), which ranges from around Rp. 4 million. This assumption is also not completely wrong. Because, based on Government Regulation Number 17 of 2019, it is stated that for group I Tamtama Bhayangkara Dua usually receives salaries starting from IDR 1,643,500 to IDR 2,538,100.

For the rank of Bhayangkara One, usually receive salaries ranging from IDR 1,649,900 to IDR 2,617,500. Furthermore, Bhayangkara Kepala usually receives a salary of IDR 1,747,900 and the highest is IDR 2,699,400.

Then for the second Adjunct Police Brigadier position, you can receive salaries ranging from IDR 1,802,600 to IDR 2,783,900. Then Adjunct Police Brigadier one for Rp1,858,900. Meanwhile, the salary for the Adjunct Police Brigadier is between IDR 1,917,100 to IDR 2,960,700.

Furthermore, for the Second Police Brigadier Group of Rp2,103,700 to Rp3,457,100. Then Police Brigadier One usually receives a salary of Rp2,169,500 to Rp3,565,200.

Meanwhile, the rank of Police Brigadier can receive a salary ranging from Rp2,237,400 to Rp3,676,700 and the salary of the Chief Police Brigadier of around Rp.2,307,400 to Rp3,791,900. For Intermediate Officers, the salary for police commissioners starts from IDR 3,000,100 to IDR 4,930,100. Finally, it is common for high-ranking officers to receive salaries ranging from Rp5,328,200 to Rp5,930,800.

Not only about the police whose salaries are no different from the Bekasi UMP being able to have a luxurious lifestyle, Nate assessed that this circular actually also shows internal unrest due to an abnormal lifestyle that does not match the salary.

"There is a growing sense of shame in the internal scope of the Police of the public's spotlight and criticism of the lifestyle of the majority of police in this country, so in order to respond to this, Propam Polri needs to issue a simple lifestyle TR," he said.

So, not only giving clear sanctions clearly. In the future, IPW also hopes that Propam Polri will also dare to release data and reveal who are members of the Police who are more stylish than their income.

"Because, from IPW's monitoring, there are quite a lot of Polri members, especially the wives of generals, who like to show off their wealth with super expensive branded goods," he concluded.
