JAKARTA - The KPK still has not stopped the OTT title or has named a corruption suspect as a result of the development of the investigation. But already as much as that, it turns out that only 20 percent of corruption cases have been successfully uncovered.

This bad news was conveyed by KPK Chairman Firli Bahuri who said there were still 80 percent of corruption cases in Indonesia that had not been successfully dismantled.

"The rise of corruption that has occurred in Indonesia is like an iceberg phenomenon. Only 20 percent of corruption has been successfully dismantled, while 80 percent of other potential corrupt behavior is not visible or unknown," Firli said at the Higher Education Ecosystem Integrity Strengthening Forum in Yogyakarta, Tuesday, November 15.

According to Firli, most cases of corruption that are not visible or unknown are small-scale types of corruption.

"Small corruption or petty corruption and in the form of corrupt behavior," he added as quoted by Antara.

Firli said education is an important focus in producing human resources (HR) with integrity and anti-corruption. However, he continued, in the education sector, integrity issues are still found in the form of corrupt practices.

Based on public complaint data to the KPK, he said, allegations of corruption in universities are in the sector of asset management, financial management, student admissions, rectorship, gratuities, procurement including project fees, procurement arrangements or engineering, mark ups, and conflicts of interest.

Therefore, said Firli, by establishing an ecosystem with integrity, qualified state universities (PTN) and state religious universities (PTKN) will be realized.

The key is in the aspect of good governance or good governance (GUG), by encouraging the implementation of the principles of accountability, transparency and participation.

"With the GUG principle, the potential for criminal acts of corruption in universities is increasingly suppressed. The rules are fairly enforced both academically and non-akademically, as well as creating a conducive environment for the process of internalizing anti-corruption values for students, which in the end PTN and PTKN are expected to produce quality alumni profiles and integrity," he explained.

Meanwhile, Minister of Education, Culture, Research, and Technology Nadiem Makariem, who was present online at the event, said that one of the biggest challenges hindering Indonesia's progress was acts of corruption that still often occur.

According to Nadiem, the KPK has done an extraordinary job in law enforcement. However, he said, what is needed now is not only a matter of handling cases.

"We must also intensify prevention efforts so that corruption does not occur. Character education based on the values of Pancasila is one that we must encourage together, especially in universities. Because education is the closest, not academically smart, but integrity and Pancasila," said Nadiem.
