KPK Detains Former Garuda Technical Director, Suspect In Aircraft Engine Procurement Case

JAKARTA - The Corruption Eradication Commission (KPK) detained former Technical Director of PT Garuda Indonesia Hadinoto Soedigno (HDS) for the next 20 days. He was detained after being picked up by the KPK because he was absent from questioning as a suspect.

He was named a suspect in bribery and money laundering (TPPU) in this case.

"After investigating cases of corruption (TPK) and TPPU, today KPK investigators held detention at the KPK detention center, Pomdam Jaya Guntur branch for the first 20 days from December 4 to December 23, 2020," said KPK Deputy for Enforcement Karyoto. in a press conference broadcast on the KPK RI YouTube account, Friday, December 4.

In this case, Hadinoto was named a suspect in bribery on August 1, 2019.

Furthermore, on November 20, the KPK named the former director as a suspect in money laundering.

For his actions, Hadinoto was then charged with two articles. First, he is said to have violated 12 letter a or Article 12 letter b or Article 11 of Law Number 31 of 1999 concerning the Eradication of Corruption as amended by Law of the Republic of Indonesia Number 20 of 2001 concerning Amendments to Law of the Republic of Indonesia Number 31 of 1999 concerning Eradication of Corruption in conjunction with Article 55 paragraph (1) 1 in conjunction with Article 64 paragraph (1) of the Criminal Code.

Meanwhile, regarding money laundering, he is suspected of violating Article 3 and / or Article 4 and / or Article 5 of the Law of the Republic of Indonesia Number 8 of 2010 concerning the Prevention and Eradication of the Crime of Money Laundering.

Previously reported, Hadinoto was absent from the KPK summons. It is not clear why he was not present for examination.

Before Hadinoto, the Corruption Eradication Commission appointed former Garuda Indonesia President Director 2005-2014 Emirsyah Satar and the owner of PT Mugi Rekso Abadi (MRA) and Connaught International Pte. Ltd. Soetikno Soedarjo as a suspect.

The KPK found significant facts that the bribes that Soetikno gave to Emirsyah and Hadinoto did not only come from the Rolls-Royce company but also came from other manufacturers who secured the project at PT Garuda Indonesia.

For the aircraft renovation program, Emirsyah entered into several purchase contracts with four aircraft manufacturers in 2008-2013 with a value of billions of US dollars.

First, the Trent 700 series engine purchase contract and engine maintenance (Total Care Program) with the Rolls Royce company. Second, the purchase contract for Airbus A330 and Airbus A320 aircraft with Airbus SAS

Third, the purchase contract for the ATR 72-600 aircraft with the Avions de Transport Regional (ATR) company and the fourth contract to purchase the Bombardier CRJ 1000 aircraft with the Bombardier Aerospace Commercial Aircraft company.

As a business / commercial consultant from Rolls-Royce, Airbus and ATR, Soetikno is suspected of having received commissions from the three manufacturers. In addition, Soetikno is also suspected of receiving a commission from a Hong Kong company called Hollingsworth Management Limited International Ltd (HMI) who is the Sales Representative of Bombardier.

The commission payment was allegedly related to Soetikno's success in helping to conclude the contract between PT Garuda Indonesia and the four manufacturers.

Soetikno then gave a part of the commission to Emirsyah and Hadinoto as prizes for winning contracts by four manufacturers.

There are also details of Soetikno's giving to Emirsyah and Hadinoto, namely first to Emirsyah, Soetikno allegedly gave Rp.5.79 billion for payments for a house located at Pondok Indah, US $ 680 thousand and Euro 1.02 million which were sent to a company account owned by Emirsyah in Singapore. and 1.2 million Singapore dollars for the settlement of Emirsyah's apartment in Singapore.

Second for Hadinoto, Soetikno allegedly gave 2.3 million US dollars and 477 thousand euros which were sent to Hadinoto's account in Singapore.
