JAKARTA - Deputy Chairman of the DPRD from the PAN Faction, Zita Anjani, regrets the attitude of DKI Jakarta Governor Anies Baswedan who is not serious in responding to the results of the recess of the council members in the 2021 budget year.

This is evidenced by Anies' attitude that did not fully accommodate the results of the aspirations of the citizens during the local government work plan (RKPD). In fact, the DPR from each electoral district (dapil) has compiled this into its recess report.

"Unfortunately, the executive is not serious about including the results of the board's recess in the 2021 RKPD. This is proven by only accommodating the results of the 2nd recess in 2019, while the first one is not," said Zita in a written statement, Saturday, November 28.

Apart from that, Zita also regretted that Anies did not discuss the results of the recess. In fact, he said, there are regulations that cover this provision, namely Government Regulation Number 12 of 2018, Minister of Home Affairs Regulation Number 86 of 2017, and Regional Regulation of DKI Number 14 of 2011.

"The executive examines the results of the recess itself. Whereas the one who knows better about us is who asked, where the details are, and what the problem is. Finally, the majority of the recess results were not accommodated for reasons that are not clear," said Zita.

Therefore, Zita hopes that Anies will be serious in responding to the recess and discussing the budget for the welfare of 10.57 million people in Jakarta. Zita wanted Anies to show commitment with a timely discussion according to the Minister of Home Affairs Regulation.

"I hope, in the future, the executive can pay attention to that. We are not just asking, this is not our suggestion, but it comes from the residents, and it is our right as a council to include the proposal in the RKPD," he explained.

For information, the 2021 APBD draft has been set at IDR 82.50 trillion. This figure is an increase compared to the revised APBD for the 2020 fiscal year, which is IDR 63.23 trillion.

Regional revenue in the 2021 APBD is planned at Rp. 72.20 trillion. This regional revenue plan comes from local revenue (PAD) of IDR 51.27 trillion, of which the largest revenue comes from local taxes, which is IDR 43.37 trillion.

Apart from PAD, DKI has set transfer revenues in 2021 of Rp. 17.51 trillion, and other legal revenues of Rp. 3.42 trillion.

Meanwhile, regional expenditure for the 2021 fiscal year is planned at Rp72.98 trillion, which consists of operating expenditure, capital expenditure, unexpected expenditure, and transfer expenditure.

Then, regional financing consisting of financing receipts is planned for IDR 10.29 trillion. This figure comes from the SiLPA in 2020 amounting to IDR2.02 trillion and regional loan receipts of IDR 8.27 trillion.

As for the planned financing expenditure of Rp. 9.51 trillion allocated to BUMD in the form of regional capital participation of Rp. 9.28 trillion and provision of regional loans of Rp. 200 billion.
