KPK Will Have Special Staff, Ex-Leaders: Deliberately Preparing For Potential Chaos

JAKARTA - Former Deputy Chairman of the Corruption Eradication Commission (KPK) Bambang Widjojanto also spoke up about the overhaul of the internal organizational structure of the KPK. Where now the KPK organizational structure is getting fatter.

The fattening of this organizational structure is based on the Corruption Eradication Commission Regulation (Perkom) Number 7 of 2020 concerning the Organization and Work Procedure of the KPK. Where in it according to Article 75 and Article 76 of the regulation, the KPK leadership has a special staff.

According to Bambang, the position of this special staff was outside the custom of the previous leadership of the anti-graft agency. In fact, he said, this position would create chaos internally and in carrying out the KPK's duties.

"This special staff organ is not in the tradition of the KPK and in many cases it creates chaos. So the KPK leadership is deliberately preparing the potential for chaos that could trigger new corruption," Bambang said in a written statement quoted by VOI on Thursday, November 19.

In addition, this position is also considered to have the potential to lead to nepotistic behavior in institutions that should be far from this. "With the presence of special staff, it is certain that this is the way for the KPK leadership to legalize the entry of parties whose credibility has never been tested," he said.

"It is very possible that the parties included are part of their crony and nepotism networks so that corruption can actually occur in anti-corruption institutions," he added.

In addition to the matter of special staff, Bambang also highlighted the structural changes made by Firli Bahuri, cs as the KPK Leader. According to him, this fat structure is not rich in function and makes supervisory control more complicated and there is the possibility of overlapping between fields.

"The fat structure also creates the potential for overlapping to cause other chaos. Just look, there is a Director of Community Participation Development and a Directorate of Education Networks but there is also a PJKAKI directorate which deals with the community," he explained.

Previously, through Perkom Number 7 of 2020 concerning the Organization and Work Procedure of the KPK, this anti-graft agency added 19 positions and positions that were not listed in Perkom Number 03 of 2018.

The 19 new positions and positions are Deputy for Education and Community Participation, Directorate of Educational Networks, Directorate of Socialization and Anti-Corruption Campaigns, Directorate of Community Participation Development, Directorate of Anti-Corruption Education and Training Networks.

Then there is the Secretariat of the Deputy for Education and Community Participation, the Directorate of Anti-Corruption for Business Entities, the Deputy for Coordination and Supervision, the Directorate for Coordination and Supervision of Region IV, the Secretariat for the Deputy for Coordination and Supervision, the Information Management Directorate, the Directorate for Corruption Detection and Analysis, and the Center for Strategic Planning for Eradication. Corruption and Inspectorate.

In addition, the Perkom, which was signed by KPK Chairman Firli Bahuri on November 6 and promulgated on November 11, also regulates the presence of special staff who are directly responsible to the leadership.

Article 75 of Perkom 7/2020 states that this special staff number at most five people with various expertise such as information technology, natural resources and environment, corporate law and transnational crime, management and human resources, economy and business, and / or other expertise according to the needs of the KPK. They will later be appointed and dismissed by the Secretary General.

Meanwhile Article 76 details the duties and functions of special staff, such as giving consideration to strategic issues to preparing materials for KPK leadership meetings.
