"Meanwhile, 28 other regencies and cities have 100 percent for the first phase, whether it's regular," he said.

He explained that there were many factors that hindered the disbursement, including security issues, village fund managers who often changed and managers who did not live in one place, but in refugee camps.

Burhani regrets that the village funds are not fully absorbed, because these funds can be used to support village activities such as infrastructure development or poverty reduction.

"We hope there is a solution, by giving additional time," he said.
