Not All Traffic Police Can Ticket Via ETLE Mobile, Only Certain Members Have Qualifications

JAKARTA - The Traffic Corps of National Police explained that only certain members could apply the Electronic Traffic Law Enforcement (ETLE) Mobile enforcement pattern. This is because members of the traffic police (polantas) must be competent and have a letter of assignment.

"Not all members also use cellphones, they can take action with cellphones, they can capture. So there are certain officers who already have qualifications as assistant investigators or investigators," said Law Enforcement Directorate, Traffic Corps of National Police, Brigadier General Aan Suhanan, in his statement, Wednesday, June 1.

"Then I already have a warrant of assignment to operate this camera, and also what IME assigned is recorded," he continued.

The decision that not all members can take action on ETLE mobile aims to avoid the naughty actions of police officers.

Then, the implementation of this pattern of action is also to take action against violators who are in areas not covered by Static ETLE. The forms of violations include not wearing a helmet, going against the current, and parking inappropriately.

"Violations can be picked up by ETLE mobile based on this cellphone camera, only visible violations whose proof is not too complicated, such as not wearing a helmet, then going against the flow, the validity period of this number plate has expired," said Aan.

For the mechanism of action or punishment in this pattern, it is similar to Static ETLE. Later, evidence of violators will be sent to the registrar and then processed in the form of a ticket.

"For the mechanism and SOP for the ETLE Mobile action, it is the same with Static ETLE, namely the violation images that have been taken by officers will later be sent to the back office at the Polres and Polda levels, immediately processed, and then issued a ticket," said Aan.

Previously, the Directorate of Traffic of the Central Java Police used a new scheme to prosecute violations of driving rules. Currently, the prosecution uses a cellphone camera that is connected to the E-TLE.

The technique or mechanism of action by means of the camera is installed on the cellphones of members of the traffic police who are on patrol.

The camera is operated through the Go-Sigap application. So, if a vehicle is found to be on patrol, the violation will be automatically recorded in the E-TLE system. The use of this scheme aims to reach areas that do not yet have a static ETLE camera.
