JAKARTA - The Indonesian Chief of Presidential Staff (KSP) Moeldoko emphasized that the TNI-Polri hospitals must provide maximum health services to soldiers.

"I don't want hospital services for soldiers to be not optimal. Don't let the soldiers feel alone," said Moeldoko when he met the TNI-Polri Kemhan Hospital Association, at the Bina Graha Building, Jakarta, as reported by Antara, Monday, April 18.

Moeldoko said the Presidential Staff Office (KSP) is ready to help solve health service problems at the TNI-Polri hospital.

During the meeting, the TNI-Polri Kemhan Hospital Association conveyed a number of problems related to health services, including the termination of cooperation between TNI First Level Health Facilities (FKTP) and BPJS Health in several areas.

Chairman of the Association of the Indonesian National Armed Forces Ministry of Defense-Polri Lieutenant General of the TNI dr. A Budi Sulistya said there were 28 FKTP TNI in danger of being cut off from cooperation with BPJS Health due to problems with the Operational Permit (SIO) of the FKTP Clinic, and the Doctor's Practice Permit (SIP).

“As a result, health facilities cannot serve BPJS Health and have to be moved to other health facilities. In fact, in the TNI, there are no health facilities in the same area, such as districts/cities,” said Budi Sulistya.

In addition, said Budi, the TNI-Polri hospital is currently facing problems with disbursing Non-Tax State Revenue (PNBP) for the TNI Health Facilities. He revealed that the total PNBP funds that could not be withdrawn because they were rejected by the withdrawal application at the KPPN were more than Rp705 billion.

"Even though the service activities have been carried out. So we (TNI-Polri Hospital) have to bear the difference in payments for operations, such as payments for guest health workers," he said.

Budi believes that there needs to be discretion in the application of Minister of Finance Regulation 110/2021 concerning Procedures for Determining the Maximum Disbursement of PNBP, which does not affect the application for withdrawal at KPPN, namely Electronic Payment Letters (ESPM).

"Thus, PNBP funds that have entered the KPPN can be withdrawn again by the TNI Health Facilities because their activities are already running or being implemented," explained Budi, who is also the Head of the Gatot Soebroto Army Hospital.

On that occasion, Budi conveyed about the standardization inpatient class policy which was considered difficult to apply in TNI-Polri hospitals. The obstacles, according to him, start from the existence of a hierarchy of ranks, hospital levels, to limited funds for renovation or construction of hospitals.

"If there is a standardization of the inpatient area, for example, it means that there will be room changes and this will cost money for renovations," explained Budi.
