JAKARTA - PDI-P Secretary General Hasto Kristiyanto said the signing of a memorandum of understanding (MoU) by his party with the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency was in accordance with the mandate of the 5th PDIP Congress in Bali.

In addition, the signing of this MoU, said Hasto, also aims to tidy up the party administration and management system.

"The fifth congress of the Indonesian Democratic Party of Struggle, in Bali in 2019, instructed that all party assets that are still in the name of an individual must be transferred to the name of the Indonesian Democratic Party of Struggle," said Hasto in a written statement quoted on Thursday, April 7.

"So party assets such as party offices, if any are in personal names, they are transferred to the party's name and cannot be traded because they are party assets," he added.

The party bearing the bull symbol wants all the transfer of party assets, data collection and registration in every regency/city and provincial area to be carried out together.

"This MoU aims to achieve standard operation procedure (SOP) in every regency/city and provincial area," said Hasto.

Furthermore, Hasto explained that the MoU signed today, Thursday, April 7 at the PDIP DPP Office, Central Jakarta aims to optimize the implementation of land registration for PDIP assets. There are two scopes that are targeted, namely the first land registration and the maintenance of land registration data.

He also added that in the past two years, his party had several times inaugurated Party offices throughout the archipelago. This is in line with the order of PDIP General Chair Megawati Soekarnoputri who asked that the party modernization should not be delayed.

"General Chair Mrs. Megawati mandated that all party assets be in the name of the PDI-P," he said.

Completing Hasto's statement, after the signing of the MoU, General Treasurer of PDIP Olly Dondokambey said that organizational management would be easier if the party's lands were recorded. Like Hasto, he also said that all party assets must be in the name of the PDIP DPP.

"So far, there have been many obstacles in the field. Due to the perception of ownership of a political organization, the perception at BPN is different," he said.

Olly said that his party assessed that with this MoU, there would be an understanding so that the land certification process in the regions could run smoothly.

"Hopefully this year everything is completed so that the party's assets can be seen, so that we know the PDI-P's balance sheet. Because the asset report is correct, in the future PDI-P will move towards a modern party," said Olly.

Meanwhile, Director of Communal Land Arrangements, Institutional Relations and PPAT Ministry of ATR/BPN Musriadi, who represented his institution at the event, appreciated the PDIP DPP for the signing of the MoU.

"The first political party in the MoU with the Ministry of ATR/BPN regarding land assets was PDI-P," said Musriadi.

Musriadi hopes that this MoU will allow PDIP land assets throughout Indonesia to be recorded in the archives. Because, he saw that many political parties did not register their land and assets.

"PDIP is clearly helping the government so that there are no land issues," said Musriadi.

Musriadi continued that this signing was in line with President Joko Widodo (Jokowi) orders. Moreover, the former Governor of DKI Jakarta is targeting all land in Indonesia to be registered.

Thus, he invited all PDIP administrators in the regions that manage party assets to immediately meet with the head of the land office in their respective locations.

"This MoU has a maximum age of five years. But it can be extended. Hopefully in five years everything can be completed," explained Musriadi.

For information, DPP PDIP has completed the asset certification process in as many as 80 fields to date. The details are assets at the central level, 15 assets at the provincial level, 55 assets at the district/city level, and 6 assets at the sub-district level. In addition, there are around 150 asset files that are being submitted for certification at BPN.
