Making Useless Policies, Kebumen Regent Receives Legal Notice

KEBUMEN - A husband and wife couple, Achmad Marzoeki and Yuniati Zainul Khasanah, residents of Kebumen, Central Java, through their legal counsel, the Advocate Team for the Unloading of Arrogance of Power (Gebrak) submitted a subpoena to the Regent of Kebumen Arif Sugiyanto regarding the change of street name.

Quoted by Antara, the Gebrak team of advocates, Teguh Purnomo and Suramin, in a press release in Kebumen, Sunday, January 23, stated that the summons stated, among other things, that the Regent of Kebumen had made a new move that was controversial, unpopular, and not oriented towards public welfare.

Even though the COVID-19 pandemic has limited people's mobility, difficult economic conditions have not yet recovered, but the need for health costs is increasing.

"After the Kebumen Regent established a one-way route in the city of Kebumen Regency, then he changed the names of a number of roads in the center of Kebumen city which previously had names," said Teguh.

The summons also stated that the Kebumen Regency Government had inaugurated and announced the naming of new names for a number of roads and by removing the old signboards and installing new ones.

"The activity was carried out simultaneously with the inauguration of the Kabumian Pendopo (Regent's Pendopo) after the renovation. On that occasion, the Deputy Regent Hj. Ristawati Purwaningsih, Kebumen Police Chief AKBP Piter Yanottama, Chairman of the Sarimun DPRD, Kajari Fajar Sukristyawan, Regional Secretary Ahmad Ujang Sugiono, and a number of officials another on December 17, 2021," he said.

This change is realized or not by the Regent of Kebumen, in fact, it has had a direct impact on the people of Kebumen.

"On Monday, December 27, 2021, dozens of Kebumen residents came to the Kebumen Regency DPRD to protest the Kebumen Regency Government's policy regarding the road name change that had just been carried out," he said.

The protest was attended by a number of elements of society from lawyers/advocates, former members of the Kebumen DPRD, mass organizations, former sub-district heads, former echelon II officials of the Kebumen Regency Government, and a number of other groups expressing their aspirations, and criticizing the Kebumen Regency Government's policies regarding the change of street names.

"Not only the change in street names, but also the question of changing the name of the Kalibuntu tourist attraction to Kaliratu, as well as the name of the Kebumen Hall which was changed to Kabumian Hall," he added.

Teguh conveyed from a series of information that developed after the public protest that the naming of roads was not carried out according to existing regulations and was not carried out through the stages of the process according to the applicable regulations.

"It does not contain urgency that will bring about an increase in people's welfare," he said.

Based on these facts, Teguh Purnomo and Suratmin assessed that Arif Sugiyanto's actions as the Regent of Kebumen were against the law as regulated in Article 1365 of the Civil Code and the rules of Arrest HR January 31, 1919, so they asked to be canceled.

"We ask that you cancel the changes to the names of roads in Kebumen Regency as stated in the Regent's Announcement Number Kebumen No. 130/2420 dated December 17, 2021, regarding the Plan for Changes in Road Names and Other Earth Naming in Kebumen Regency, and Circular Number 060/2471 December 29, 2021, regarding the Arrangement of the Management Sector in the Regional Apparatus of Kebumen Regency," said Teguh.

As the attorney, Achmad Marzoeki added that as a Kebumen resident, he tried to follow the existing procedures.

"When there was an ASN of the Kebumen Regency Government who was suspected of having done something detrimental to my wife, we made a complaint to the Inspectorate and the Kebumen Regency Education, Training and Personnel Agency (BPPKD). This complaint has not received a response for a year, even though it has been asked several times to the recipient of the complaint," said Achmad.

According to him, things like that should be the priority of Arif Sugiyanto's work once he is appointed as Regent of Kebumen.

"First, fix the Kebumen Regency Government officials so that they are ready to carry out programs that are in accordance with their vision and mission. What are the problems that have not been successfully resolved by the previous Regent? It's okay to make a breakthrough, as long as you follow the applicable procedures. As a regent, set an example for the citizens to follow the rules, not put their own will first by ignoring the existing regulations," he explained.

A number of roads in the city of Kebumen have changed, including Pahlawan Street from Tugu Lawet to the front of the Kebumen Post Office to Soekarno-Hatta Street, then the road that surrounds Kebumen Square which was previously Pahlawan Street on the south and west sides, Veteran Street on the east side, and Mayjen Sutoyo Street on the north side were renamed Merdeka Street, and the Soka Street section from Simpang Empat Mertokondo to Ronggowarsito Street, Pejagoan was changed to R. Bodronolo Street.
