Jakarta's COVID-19 Positivity Rate Increases, DPRD Requests Progressive Sanctions To Be Implemented Immediately

JAKARTA - Cases of positive confirmation of COVID-19 in DKI Jakarta continue to increase. Even today, the positive rate of all examinations or the positivity rate in the past week has reached 10 percent.

Meanwhile, the positivity rate since the beginning of the COVID-19 case entering Jakarta was 6.1 percent. This figure is above the World Health Organization (WHO) standard of 5 percent.

Responding to this condition, the Chairperson of Commission A for Government Affairs of the DKI DPRD Mujiyono asked the DKI Provincial Government to immediately impose progressive sanctions for violators of the COVID-19 prevention protocol during the transitional PSBB period.

"It would be better if the Governor Regulation Number 79 which regulates progressive sanctions so that they are implemented as soon as possible so that the positivity rate does not increase," said Mujiyono when contacted, Tuesday, August 25.

Mujiyono regretted the DKI Pemprov's unpreparedness in providing the Jakarta Supervision Regional Regulation (JakAPD) application, which currently cannot be used. In fact, Pergub 79 of 2020 has been signed since August 21.

"He said that the application had just been completed and took effect 7 to 10 days after the governor's regulation was signed yesterday. That's why I protested. It should have been implemented as soon as possible," said Mujiyono.

According to him, progressive sanctions with multiple fines or penalties need to be applied immediately to apply a shocking effect to the violating society.

"This higher positivity rate is not something that can be taken lightly, so it must be taken seriously," said Mujiyono.

As is known, Pergub Number 79 of 2020 regulates the implementation of progressive sanctions for violating the COVID-19 prevention protocol.

Every person who does not use a mask and receives the first sanction, is obliged to pay an administrative fine of up to Rp. 250 thousand or social work cleaning public facilities by wearing a vest for 60 minutes.

Then, for every person who commits an offense not wearing a mask repeatedly, he will be fined Rp. 500 thousand or social work for 120 minutes.

Repeated violations are subject to social work cleaning public facilities by wearing a vest for 180 minutes or an administrative fine of not more than IDR 750,000.

Meanwhile, violations of not wearing a mask are repeated 3 times and subsequently receive a fine of IDR 1 million or social work for 240 minutes or 4 hours.

The application of progressive sanctions is also imposed on every business actor, from offices to restaurants that have repeatedly violated the COVID-19 protocol.

Business actors that can be subject to fines in this regulation are offices, industrial places, inns, tourist attractions, food stalls, restaurants and cafes.

Progressive sanctions will be imposed on offices and restaurants that commit repeated violations.

Repeated violations are subject to an administrative fine of Rp. 50 million, repeatedly subject to an administrative fine of Rp. 100 million, repeated violations 3 times and the next is an administrative fine of Rp. 150 million.

If each business actor does not fulfill the obligation to pay administrative fines within seven days, a temporary closure shall be made until the administrative penalty payment is fulfilled.
