Ombudsman Receives 273 CASN Selection Complaints From All Over Indonesia

JAKARTA - Acting Head of Inspection for Main Assistant Report VI Ombudsman Ahmad Sobirin said his party had received 273 reports of complaints on the selection of Candidates for State Civil Apparatus (CASN) for Fiscal Year 2021 from all over Indonesia.

"The Ombudsman has received 273 reports from the CASN Complaints Post for FY 2021 from all over Indonesia, and currently (receipt of reports, ed) is still ongoing," said Ahmad Sobirin when explaining the findings of the Indonesian Ombudsman in the discussion of actual issues entitled, "Public Update on Monitoring Results Service in the Field of Personnel and Social Security” quoted by Antara, Monday, November 15.

Of the 273 reports, 121 were reports received by the center and 152 were reports received in 34 representative regions of the Indonesian Ombudsman.

In the distribution of central reports, the Ministry of Education, Culture, Research, and Technology (Kemendikbudristek) occupies the position as the highest reported with 65 reports, which is then followed by the Ministry of Villages, Development of Disadvantaged Regions, and Transmigration (Kemendes PDTT) with nine reports, and the Ministry of Religion and the Ministry of Transportation each received five reports.

Meanwhile, in the representative area, Central Sulawesi occupies the highest position with 20 reports, then Jakarta with 14 reports, and the Bangka Belitung Islands with 13 reports.

"The findings of the Ombudsman in the implementation of the CASN selection are mainly problems regarding the administrative status faced by applicants," said Sobirin.

Applicants' certificates that do not meet the educational qualification requirements are the cause of the applicants not meeting the administrative requirements.

Based on the Ombudsman's assessment, Sobirin said that the coaching clinic for analyzing the needs of CASN HR conducted by the Ministry of Administrative Reform and Bureaucratic Reform (Kemenpan RB) together with Regional Apparatus Organizations (OPD) did not run effectively, so there was no setting of educational qualification standards between agencies in providing the same position or position.

In addition, his party considers that there is discrimination committed by the Commitment Making Officer (PPK) of the ministry, institution, or service in determining the qualifications of certain graduates in the provision of CASN formations.

"And there are higher education institutions (PT) that have not made adjustments or equalization of the degree nomenclature, making it difficult for graduates in the CASN selection process," he said.

Therefore, the Ombudsman suggested that the Kemenpan RB make improvements in the implementation of coaching clinics to fulfill CASN HR so that ministries, institutions and agencies have the same standards in terms of educational qualifications.

The Ombudsman also suggested that the Kemenpan RB, Kemendikbud, and related agencies conduct a comprehensive study on the limitations of campus accreditation in the CASN selection.

"(Campus accreditation restrictions, ed) are directly detrimental to scholars who do not have the opportunity to study at bona fide campuses for various reasons," said Sobirin.
