Melly Goeslaw Discusses LMK Transparency For Revision Of Copyright Law

JAKARTA - The transparency of the Collective Management Institute (LMK) as a collection and distribution of music royalties, is one thing that many music industry players complain about, not only by musicians or songwriters, but also music event organizers.

In the revision of Law Number 28 of 2014 concerning Copyright Law (UU Copyright) which has been included in the 2025 Priority National Legislation Program (Prolegnas), Melly Goeslaw as a singer-songwriter as well as a member of the DPR RI Commission X said, we need a more professional LMK.

When holding a group discussion (FGD) forum with Indonesian music actors in the DPR on Monday, November 18 yesterday the day after tomorrow, Melly wanted a transparent and responsible LMK.

"It is also necessary to sharpen elements that contain the requirements to establish LMK, transparency of distribution and accountability of everything to copyright holders," Melly said, citing her video upload on Instagram, Wednesday.

The 'Bimbang' singer also wants the platform in Indonesia, to place its representative office here.

And the conditions for establishing or running a business here must also be strict. Do not let there be an e-commerce or platform that does not have a representative office here, so that the resulting income does not flow taxes to our country," he said.

Melly also highlighted the need for this revision to be adaptive to technological developments in the digitalization era. According to him, there are many potential copyright infringements through the digital world.

"Digitalization opens the potential for copyright infringement in various forms. Therefore, it is necessary to strengthen governance and regulations that are able to adapt to digital dynamics," he said.

Digital platforms such as social media, sites of various content, and streaming platforms are the main places for copyright distribution today. However, copyright management on this platform is very challenging because content is easily uploaded and distributed massively by users. Digital platforms often have difficulty monitoring copyright infringement as a whole, especially in detecting published and used content without permission," he continued.

He also said that the renewal of the Copyright Law should consider its harmonization with international standards and global best practice in copyright protection.

Regarding the massive development of technology for the music industry which is one of the objects regulated in the Copyright Law, Melly also sees the need for further legal regulation.

Technology such as AI and deep learning raise new questions about the concept of moral rights in copyright. There needs to be clear guidelines regarding the distribution and integrity of the work that is produced or modified," he concluded.
