The 2004 General Election was the long-awaited election. This is because the election is the first time that the Indonesian people can conduct simultaneous elections. The Indonesian people can directly elect their representatives to sit in the DPR, DPD, DPRD as well as the president and vice president. However, the election was divided into two stages. Election to elect 550 DPR members, 128 DPD members, and DPRD members (Provincial DPRD and Regency/City DPRD). Meanwhile, the election for presidential and vice-presidential candidates will be held on July 5, 2004 for the first round, then the second round on September 20, 2004.

Therefore, the 2004 election became a political event that cannot be forgotten. Moreover, the 2004 election is predicted to have a different scheme or system. In other words, the 2004 general election is considered a new gate that separates the repressive and undemocratic past. The electoral system has also adopted an open (limited) proportional system. Voters may vote for the names of legislative candidates, although they are still allowed to choose signs. This policy allows the people to make their choice, between determining party sovereignty or the people's sovereignty.
