JAKARTA - Through the certification process, tourism business actors are encouraged to meet certain standards, ranging from facilities, services, to business management.

This effort is also considered important to increase the competitiveness of Indonesian tourist destinations at the global level. In line with this, the Ministry of Tourism emphasizes the importance of strengthening the implementation of licensing, standardization, and certification for tourism business actors as the main foundation in encouraging the growth of a quality, sustainable tourism sector, and prioritizing safety and quality of services.

Minister of Tourism Widiyanti Putri Wardhana said the move was part of efforts to improve the governance of the tourism sector so that it is more professional and accountable.

"This is the momentum for us to transform the governance of tourism towards a more professional, accountable, and adaptive direction to the challenges of the times," said Widiyanti in an official statement confirmed in Jakarta, Wednesday.

In the socialization of the Minister of Tourism Regulation (Permenpar) Number 6 of 2025 which was delivered online on Tuesday, March 3, Widiyanti emphasized that tourism business actors must comply with the licensing procedures, which include the implementation of business standards.

The regulation is a change from the Ministry of Tourism and Creative Economy Regulation Number 4 of 2021. This new regulation provides clearer guidelines for business actors in implementing business standards, as well as a reference for the Product Certification Agency (LSPr) in the tourism sector in carrying out the certification process and for local governments in carrying out verification and supervision.

Through the Minister of Tourism and Creative Economy Number 6 of 2025, the government also made technical adjustments related to changes in the level of business risk and the addition of several new types of businesses in the tourism sector. This regulation provides certainty regarding the standards of business activities and various requirements that must be met by business actors, both in terms of facilities and services.

The Ministry of Tourism hopes that this regulation can present a simpler, transparent, and consistent system so that business actors can develop in an orderly and competitive tourism industry ecosystem.

The standards for implementing tourism businesses themselves cover various aspects, such as facilities and infrastructure, organization and human resources, services, product requirements, management systems, conformity assessment, to monitoring mechanisms.

"We understand that the success of the implementation of risk-based licensing efforts not only depends on regulations, but also on the synergy between the central government, local governments, associations, certification institutions, and business actors. This socialization is expected to be a space for sharing understanding as well as strengthening coordination in its implementation," he said.

Meanwhile, Deputy for Industry and Investment of the Ministry of Tourism Rizki Handayani Mustafa revealed that until now the number of tourism business actors who have obtained certification is still relatively low, namely around 2 percent.

Therefore, the government continues to encourage the socialization of the rules to all stakeholders so that business actors understand the importance of implementing business standards as part of risk-based licensing. The standard is expected to be able to minimize business risks while providing security, safety, and comfort for tourists.

In the supervision system, authority is carried out in stages according to the level of business risk. For businesses with low to medium low risk, supervision is at the district or city government.

Meanwhile, businesses with medium to high risk are under the supervision of the provincial government. Businesses with high risk levels and businesses with foreign investment (PMA) are under the supervision of the central government.

Regarding the supervision, the Ministry of Tourism is currently also preparing institutional strengthening and increasing the capacity of state civil servants (ASN) who will serve as supervisors. In addition, a working group (pokja) will be formed that routinely carries out monitoring, including involving ASN in tourism services at the provincial and district/city levels.
