2027 Budget Limited, PU Ministry Targets Construction of New Toll Roads Only 12.27 Kilometers

JAKARTA - The Directorate General of Road Construction of the Ministry of Public Works (PU) targets that the construction of new toll roads in 2027 will only be 12.27 kilometers long.

The plan for the construction of toll roads next year was revealed from the exposure of the indicative ceiling of the 2027 Fiscal Year (TA) of the Directorate General of Road Construction of the Ministry of PU in the Hearing Meeting (RDP) with Commission V of the DPR RI at the Parliament Complex, Senayan, Jakarta, Wednesday, July 1.

The Directorate General of Road Construction received an indicative ceiling of Rp. 29.24 trillion in 2027.

The funds will be allocated to support the development of connectivity, ranging from the construction of national roads, new toll roads to the implementation of routine preservation.

Referring to the report shared, the budget is only allocated to support the construction of new national roads along 200.44 kilometers as well as capacity improvement and preservation of roads along 869.18 kilometers.

Next, the construction and replacement of bridges along 2,388.37 meters, the preservation of bridges along 3,740.27 meters, and the construction of flyovers/underpasses along 473.9 meters.

In addition, the indicative ceiling is also planned to be allocated to support the construction of a toll road along 12.27 kilometers and routine road preservation along 47,603 kilometers.

Finally, it is also allocated to support the labor-intensive program or community-based infrastructure (IBM) with an output of 118 units of suspension bridges and support for handling the Sumatra disaster.

Even so, the Directorate General of Road Construction said it received a proposal to hold off on the construction of new roads. This is in line with the limited indicative ceiling available.

"The leadership of Commission V suggests that the indicative ceiling allocation of Rp. 29.24 trillion be focused on road preservation activities rather than new construction," said Bina Marga in its official Instagram account @pu_binamarga, quoted Thursday, July 9.

Regarding this, the Directorate General of Road Construction of the Ministry of PU has confirmed its commitment to fulfilling the proposal and plans to refine the allocation of the budget.

"All of this is an important note for the Directorate General of Road Construction in sharpening the 2027 TA program and budget, so that it is more targeted, measurable and in line with national priorities," he concluded.

Based on the joint letter of the Minister of Finance and the Minister of PPN/Head of Bappenas No.S-228/MK.03/2026 and No.B-385/D.9/PP.04.03 on May 7, 2026, the indicative ceiling of the Ministry of PU TA 2027 was only IDR 98.47 trillion.

The figure is said to be far from the budget needs required by the PU Ministry, which was reported to reach Rp. 219.81 trillion. This means that there is still a budget need that has not been covered by Rp. 121.34 trillion.
