JAKARTA - The PLN Indonesia Power Services Workers Union visited the Ministry of Manpower to submit a demand to revise the Minister of Manpower Regulation (Permenaker) Number 7 of 2026 concerning Power Shift Jobs.
For information, this policy gives room for companies in various sectors to recruit employees from third parties or outsourcing companies in accordance with the outsourcing agreement signed between companies.
Based on Article 3 Paragraph (2) point f of Decree of the Minister of Manpower and Transmigration 7/2026, the electricity sector is explicitly categorized as a supporting activity whose implementation can be handed over to a subcontracting company (outsourcing).
Chairman of the SP PIPS Suryawan said that the rules released on April 30, 2026 have the potential to hinder the improvement of the welfare of workers, especially power plant operators.
"If this policy continues, this Minister of Manpower will still be implemented, of course the impact of increasing the welfare of our employees will stop," he said, Thursday, June 18.
Suryawan said that the inclusion of the electricity sector in the regulation had a negative impact on workers in the electricity sector, both in terms of employment status, legal protection, and welfare.
"Our employees will be very affected, where in principle the work, it is actually the work carried out by our friends is not eligible to be included in the supporting category," he explained.
According to him, the work of the electricity sector is not worthy of being included in the supporting category.
The sector, he said, requires high competence and expertise, and is not easily replaced by new people.
"Why do we say it is not feasible? Because when our employees quit, they cannot be replaced immediately by new people, because our employees have special competencies that are not obtained instantly, it takes time to get that competence," said Suryawan.
On the other hand, he also believes that Permenaker 7/2026 can be a loophole for companies to undermine employee welfare by giving wages only up to UMP.
In fact, he continued, work in the electricity sector requires high competence and flying hours and is very unworthy of getting a decent wage.
"Our workers are workers with special competencies, where our workers are power plant operators, power plant maintenance teams, who are really at the forefront of the electricity generation process in our country," he said.
During the demonstration, representatives of the trade union were then able to meet representatives of the Ministry of Manpower and agreed to draft a revision of the policy.
"They said there would be a revision to Permenaker 7/2026 and they promised a maximum in July. So we from SP PIPS are committed to monitoring the revision," said Suryawan.
